PETITIONS FROM THE PUBLIC Renee Bouquette spoke of the frequency of loud noises, loitering and unlawful parking during all times of the day or night in her Westgate neighborhood. Former Commissioner Beverly Williams spoke of the importance of following the City's code and the importance of looking for a qualified City Manager. Former Commissioner Gloria Lewis spoke about the City's reserves and the importance of looking for a City Manager. Nicole Hall spoke of the compensation of the Acting City Manager and asked the Commission to have a discussion regarding the characteristics they are looking for in a City Manager. Byron Maylor stated that the Acting City Manager's salary should not be the same as the former City Manager's. Bessie Dennis stated that she agrees with the compensation being offered to the Acting City Manager. She has reached out to the Acting City Manager since she was appointed and received assistance and feedback with all of her questions. Former Vice Mayor Mark Spence stated that the Acting City Manager's salary should not be the same as the former City Manager's. He also spoke about the budget for events, use of City resources and the importance of finding a City Manager through different avenues. 7. CONSIDERATION OF ORDINANCES ON SECOND READING A. ORDINANCE 2025-006 AMENDING THE DUTIES OF THE HISTORIC PRESERVATION BOARD This ordinance amends the powers and the duties of the Historical Preservation Board. City Attorney Calloway read Ordinance 2025-006 by title: ORDINANCE 2025-006 AN ORDINANCE OF THE CITY OF LAUDERDALE LAKES, BROWARD COUNTY, FLORIDA; AMENDING CHAPTER2, ARTICLE VI, DIVISION 6, SECTION 2-422 OF THE LAUDERDALE LAKES CODE OF ORDINANCE PROVIDING FOR THE POWERS AND DUTIES OF THE HISTORIC PRESERVATION BOARD; PROVIDING FOR ADOPTION OF RECITALS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN THE CODE OF ORDINANCES; PROVIDING AN EFFECTIVE DATE. Mayor Edwards Phillips requested a roll call: FOR: Mayor Edwards Phillips, Vice Mayor Causwell, Commissioner Harrison, Commissioner Maxwel-Wilams, Commissioner Thomas Motion passed: 5-0 Mr. Calloway stated that the Historic Preservation Board requested additional authority that, would allow them to complete a review and to make a request to the city commission for designation of properties within the City's jurisdiction as being either historic or having significance under the City's code. Because the City is not a certified local government, the City's ability to designate properties as either historic or having some cultural or archeological significance has to come by and through the, prescription of the ordinances that are outlined in the Broward County Code of Ordinances. The proposed amendment expands the powers and duties of the historic preservation board to include establishing a list of property sites, building structures, objects, landscape features, or districts within the corporate jurisdiction of the city that complies with the criteria for designation of a historic resource. Mayor Edwards Phillips announced a public hearing. Former Commissioner Mark Spence stated that currently Broward County has a Historic Preservation Board and if the City wants to seek a site, they have to go through Broward County. He stated once a site is deemed historical, then it may cause some issues with redevelopment. Byron Maylor stated that the City is not an entitlement city and the sites that are designated should truly be deemed historical. Mayor Edwards Phillips closed the public hearing as there were no additional public comments. Commissioner Thomas made a motion to approve Ordinance 2025-006. Vice Mayor Causwell asked if this item was budgeted for FY2025. Ms. McCoy stated that the item will be budgeted for FY2026 and going after the liens will bring in revenue for the City. Commissioner Harrison stated that the liens will bring in money for the City SO there should be no issues to compensate him if his services are needed. CORRESPONDENCE 12. REPORT OF THE MAYOR Mayor Edwards Phillips thanked everyone for attending and congratulated the City's employees for their years of services. She also thanked former Commissioner Beverly Williams for her dedication to the community gardens. She spoke of her Mayor's Community Engagement Walk in the Westgate neighborhood which was very well received by residents. She encouraged all high school seniors who live in Lauderdale Lakes to apply for the City's scholarships. 13. REPORT OF THE VICE MAYOR Vice Mayor Causwell spoke of the food drive giveaway taking place at Redeemer Lutheran Church on April 11th. 14. REMARKS OF THE COMMISSIONERS Commissioner Harrison thanked everyone for attending and being involved in civic engagement. Commissioner Maxwell-Williams spoke of the Literacy Program with the Firefighters on April 12th at the Multipurpose Building at 10 a.m. Commissioner Thomas thanked everyone for attending and informed everyone about the April 11th food giveaway. She spoke of the Broward Mobile Unit and invited everyone to vote for the artwork that will displayed on April 15th in City Hall. On April 24th, there will be a tour of the recycling facility. 15. REPORT OF THE CITY MANAGER Acting City Manager Lockett provided information about upcoming programs and events. 16. REPORT OF THE CITY ATTORNEY City Attorney Calloway stated that the budget for his office does not include litigation matters. The budget allows for servicing City matters, however, all of the additional costs pertain to litigation matters. 17.
