Commissioner Ulsh opened the meeting with prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners Minutes of the August 30, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated September 2, 2022 in the amount of $13,580.38. All in favor. Fund 100 General Fund 12,947.51 Manual Checks $0.00 TOTAL GENERAL FUND $12,947.51 Fund 227 SFC Technology Grant 377.13 Fund 256 Domestic Relations 255.74 TOTAL ALL FUNDS $13,580.38 Motion by Commissioner Bunch to approve Payroll dated September 9, 2022 in the amount of $110,165.80. All in favor. Commissioners met withJames Eagler, Administrator for Franklin/Fulton Drug and Alcohol (SCA) who presented a Proclamation for 'Suicide Prevention and Recovery Month' for the month of September. It was noted that the Fulton County Courthouse would be lit up with purple lights for the month to acknowledge and bring awareness. A picture was taken on the courthouse steps that included Commissioner Ulsh; Commissioner Bunch; Commissioner Shives; James Eagler, Admin for Franklin/Fulton Drug and Alcohol; Julia Dovey, Human Services; Jen Diamond, Guadenzia; Beth Bryant, Fulton Family Partnership and Joe Bailey, Fulton Family Partnership. Also, Eagler spoke to the Commissioners about ways that the opiod settlement funds could be utilized. Motion by Commissioner Shives approving the Suicide Prevention and Recovery Month' Proclamation for the month of September. All in favor. Motion by Commissioner Shives approving the FFY 2021-2022 Caseworker Visitation Funds Disbursement Request in the amount of $2,000. All in favor. 94 Commissioners also signed two travel requests for Stephanie Mellott and Christine McQuade, Services for Children to attend the Pennsylvania Children/Youth Administrators Meeting in October. Motion by Commissioner Shives approving a 'Letter of Support' for a grant application through the Cambria Allegheny Regional Highway Safety Network for the FFY 2022-23 Community Traffic Safety Project Agreement. All in favor. It was noted that the proposed activities in the grant application would help to prevent motor vehicle crashes. Commissioners met with Dan Miller, Chief Probation Officer and Deanna Park, HR Administrator to discuss a potential hire for the Juvenile Probation Officer position. Miller presented a conditional request of approval to hire, pending the required documents be received. Motion by Commissioner Ulsh to hire Lauren McNemar to fill the Juvenile Probation Officer position pending required documents be received and processed through the HR office. Allini favor. Motion by Commissioner Shives to appoint Chief Clerk Stacey Golden to the Farmland Preservation Program Director position. All in favor. Commissioners asked Golden to keep a spreadsheet of her time for the Farmland Preservation Program and to gather information on the Fulton County Farmland Preservation Board. Commissioners meet with Patti Hess, Election Director and CDBG Coordinator to sign a County Election Integrity Compliance Report and two CDBG Environmental Reviews for the McConnellsburg Curb Cuts. Hess explained that the Compliance Report was simply stating that the grant funding would be used pursuant to Act 88 of 2022, Pennsylvania Election Code Section 1603-A. Motion by Commissioner Ulsh approving the County Election Integrity Compliance Report. All in favor. Motion by Commissioner Bunch approving signage by Commissioner Ulsh for two CDBG Environmental Reviews for the McConnellsburg Curb Cuts. All in favor. Motion by Commissioner Ulsh to change the ballot drop box to be available from the start and end of polls for elections. Motion carried on a 2-1 vote with Commissioner Shives opposing. Commissioner Shives asked that the minutes include the reason she opposed the motion is because she feels one day is not allowing voters sufficient time to drop off ballots in the ballot box.
