235 Meeting of the Fulton County Commissioners A Tuesday, August 8, 2023 6 8:30 a.m. at the Commissioners' Office : SENI a5 IEITNA Present: Commissioner Bunch, Commissioner Shives and Commissioner Ulsh Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to amend the agenda to include the following items: Wessel Invoice; Veteran Application of a Deceased Person; Election Integrity Grant- Certification by Grantee & Worker Protection and Investment Certification Form. All in favor. Motion by Commissioner Shives to approve the Commissioners' Minutes of the August 1, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated August 4, 2023 in the amount of $239,360.34. All in favor. Motion by Commissioner Shives to approve Payroll dated August 11, 2023 in the amount of $113,761.61. All in favor. Dylan Beddow was listed on the agenda to meet with Commissioners but was unable to do sO. Commissioners met with IT Director Eldon Martin to execute the Fiscal Year 2022 State and Local Cybersecurity Grant Program Local Government Entities Consent Agreement. Martin explained that everything is funded by the state and that this is for a device that monitors inbound and outbound traffic. A Zoom meeting was held between the Commissioners and Michael Burger, Project Coordinator for SEDA-COG (Council of Governments), to explain the three CDBG submissions, McConnellsburg Alumni & Friends Association; Belfast Township Municipal Authority Needmore Water Supply and Fulton County Medical Center. The next meeting will be August 15, 2023 with the Commissioners for a Project Review. Commissioners met with Justin Evans, Mapping and Planning Director/Recycling Coordinator, to review the Hazard Mitigation Plan Contract and to discuss the Electronics Collection Event. Evans presented a flyer outlining the details. The Electronics Event will be held Wednesday, September 13, 2023 from Noon-5 p.m. and Saturday, September 16, 2023 from 9 a.m.- 1 p.m. at 610 E. North Street, McConnellsburg, Front Warehouse beside the American Legion. The event is for Fulton County townships and residents only. 236 Motion by Commissioner Shives authorizing Commissioner Ulsh to execute the Hazard Mitigation Plan Contract between the County of Fulton and Tetra Tech, Inc. as presented by Justin Evans, Director of Mapping and Planning/Recycling Coordinator. All in favor. Motion by Commissioner Bunch to approve a Veteran Application for burial expenses of a deceased service person, Melvin Lee Bryan, who served in the Vietnam War, payable to Next of Kin, Nancy J. Bryan, in the amount of $100. All in favor. Motion by Commissioner Bunch approving a quote from MIP Fund Accounting to renew the accounting software used in the Business Office, in the amount of $6,471.52, which will commence on August 31, 2023. All in favor. Motion by Commissioner Ulsh approving a Plan and Budget Amendment Certification Statement for Children and Youth Services for the period of. July 1, 2022 through June 30, 2023. This Budget Amendment is to transfer Act 148 funding from other costs centers to cover the over spending in residential care. All in favor. Commissioners met with Tom Krause and Daryl Jamison with Teamsters Local Union No. 992, for the first round of Union Negotiations. Also in attendance were Shop Steward Jennifer Burdge; Rachel Shaw, Labor Mediator for the Bureau of Medlation/Department of Labor and Industry; Attorney Jim Stein and HR Administrator Mary Huston. Motion by Commissioner Ulsh to enter into Executive Session at 1:30 p.m. for Personnel Matters. All in favor. Motion by Commissioner Shives to adjourn at 2:30 p.m. All in favor.
