Commissioner Bunch opened up the floor for Public Comments. Carolyn Kerlin asked the Commissioners about ongoing litigation matters. Craig Strait briefed the Commissioners on the Waste Treatment Plant Project in Todd Township. Motion by Commissioner Wible to accept the August 27, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve the August 27, 2024 Salary Board Minutes. All in favor. Motion by Commissioner Hann to approve Accounts Payable, dated August 30, 2024, in the amount of $242,107.43. All in favor. Motion by Commissioner Bunch to approve Payroll, dated September 3, 2024, in the amount of $125,107.91. All in favor. The software will be funded by the PCCD Subgrant Award. 490 Motion by Commissioner Bunch to approve the Case Management Software, File Vine, Annual Contract for the Public Defender's Office. All in favor. Motion by Commissioner Hann to enter into Executive Session at 8:34 a.m. for Legal Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 8:55 a.m. All in favor. Commissioners met with Evan Armstrong, Central Pennsylvania Food Bank, for approval of the Hunger Action Month Proclamation. Armstrong reviewed statistics with the Commissioners on hunger in PA. Motion by Commissioner Hann to approve and execute the Hunger Action Month Proclamation for the month of September, 2024. All in favor. Commissioners met with Joseph Bailey & James Eagler both with Franklin/Fulton Drug & Alcohol; Gen Harper, Tuscarora Managed Care Alliance; Beth Bryant & Tiea Sharer both with Fulton County Family Partnership and Elen Ott, Fulton County Family Partnership for approval of the Recovery Month Proclamation. Motion by Commissioner Bunch to approve and execute the Recovery Month Proclamation for the month of September, 2024. All in favor. Motion by Commissioner Hann to recess at 9:44 a.m. All in favor. Motion by Commissioner Hann to reconvene the regular meeting at 9:59 a.m. All in favor. Commissioners met with Richard Newman, Veteran Affairs Director, to discuss increased hours. Commissioners asked Newman to submit something in writing as to why he needed the increase stating that it would be revisited during the 2025 Budget Review. Commissioners met with John Schriever, Sideling Hill Financial, for a review of the Krivak Trust Fund Accounts. Schriever explained that there are two accounts for the trust; an account that consists of actively managed dividend producing ETF's along with a downside protected ETF and an account that consists of two short duration treasury bills that mature monthly, consequently a new treasury eight week bill is purchased monthly- the purpose of this account is to always insure that money is available for potential applicants and the money is not correlated to the market. Schriever proposed that as each treasury bill matures that they be re-allocated. The September maturing Treasury Bill will be moved to the actively managed ETF portfolio and the October maturing 491 Treasury Bill be moved to an ETF that provides the same safety as Treasury Bills, slightly higher returns due to the reduction in fees, and will retain liquidity. Commissioners met with EMA/911 Director Brian Barton and HR Administrator Mary Huston to discuss personnel matters. Motion by Commissioner Bunch to hire Leslie Sugg for the fulltime 911 Telecommunicator position, effective September 9, 2024. All in favor. Commissioners spoke with Mike. Lamb, CFO, via telephone and Fiscal Administrator Sue Reed to review Real Estate Matters. Commissioners met with Elections Director Laurel Griest who gave updates for the General Election, November 5, 2024. Griest presented a PowerPoint slideshow "Summary of the U.S. Presidential Election Process". Motion by Commissioner Hann to approve and execute the Application for Burial Expenses of a Deceased Service Person, Donald S. Strait, payable to surviving spouse, Charlotte Strait. Strait was a Veteran of the Vietnam ERA and was a resident of Fulton County his entire life. All in favor. Motion by Commissioner Wible to approve and authorize Commissioner Bunch to execute the Travelers Fiduciary Liability Coverage Renewal Form, effective September 19, 2024. All in favor. Motion by Commissioner Wible to approve and execute the MATP 4th Quarter Certification Statement. All in favor. Motion by Commissioner Hann to approve the Letter of Resignation from Shawn Goshorn and to appoint him as a Per Diem 911 Telecommunicator, effective September 8, 2024. All in favor. Commissioners discussed a request from the County Auditors for interior upgrade maintenance, however it was decided to "hold off" due to possible relocation of county offices. Motion by Commissioner Bunch to enter into Executive Session 1:04 p.m. for Legal Matters. All in favor.
