Wible, Commissioner Hervey P. Hann and Chief Clerk Stacey M. Shives Commissioner Bunch opened up the meeting with prayer. All recited the Pledge of Allegiance to the flag. No public comments were made. Motion by Commissioner Wible to approve the February 18, 2025 Commissioners Meeting Minutes. All in favor. Motion by Commissioner Bunch to approve the February 18, 2025 Salary Board Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Account Payables dated February 18, 2025, in the amount of $237,011.83. All in favor. Section 1770.10, ET Seq., as amended; providing for the imposition of a tax on the use or occupancy of a room or rooms in a hotel, motel, bed and breakfast, homestead, Inn, guest house or similar structure held out to the public for overnight accommodations; establishing procedures for the collection of the tax imposed; providing for severability of provisions; repealing all ordinances or parts of Ordinances or Resolutions insofar as the same shall be inconsistent herewith and providing when this Ordinance shall become effective. All in favor. SEDA Cog was listed on the agenda but was rescheduled for March 4, 2025. Motion by Commissioner Hann to table meeting with SEDA Cog until March 4, 2025 due to unavailability to meet. All in favor. Commissioners met with the Public Defender's Office to discuss contracting with a Conflict Attorney to be funded from the Indigent Detense Grant. In attendance were HR Administrator Mary Huston, County Treasurer Bonnie Mellott Keefer, Public Defender Philip Harper, Administrative Assistant Cheryl Deshong and Eric Hawbaker. A Salary Board meeting was held to set the salary for Eric Hawbaker, contracted Conflict Attorney. Separate Minutes are on file. Commissioners met with Randy Watkins, a representative for Clay Township, to request a final approval from the commissioners to transfer a 46.46 acre tract of land from Fulton to Huntingdon County. 4.2 acres of the parcel is in Fulton County. Motion by Commissioner Hann to approve executing an "Agreement to Release Property from Fulton County Tax Assessment" between the County of Fulton, Forbes Road School District and Taylor Township, transferring 46.46 acres, a tract of land from Fulton to Huntingdon County as presented by Randy Watkins, Parcel # 08-11-004A, already approved by both Forbes Road School District and Taylor Township and with the stipulation that no buildings be built on the property, All in favor. Motion by Commissioner Bunch to enter into Executive Session at 10:20 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 10:22 a.m. All in favor. Commissioners spoke with CFO Mike Lamb, Wessel and Co., to review a proposal for an External Auditor via telephone. Also in attendance was Fiscal Administrator Sue Reed. No action was taken. Motion by Commissioner Hann to table appointing a Per Diem employee for Voter Registration & Elections until further discussion is made. All in favor. Motion by Commissioner Wible authorizing Chief Clerk & CDBG Coordinator Stacey Shives to execute the "Exempt Status Determination/Compliance Documentation Checklist" for CDBG. All in favor. Motion by Commissioner Hann authorizing Chief Clerk & CDBG Coordinator Stacey Shives to execute the Mitigation Measures and Conditions- 40 CFR 1505.20 for CDBG. All in favor. Motion by Commissioner Hann to retroactively authorize Commissioner Bunch to execute the "Commonwealth of Pemnywana/Department of State County-Wide Signature Requirement for Candidates Filing Nomination Papers for the County of Fulton 2025 Municipal Election" stating that "the minimum number of signatures required on nomination papers filed by minor political party and political body candidates for a county-wide office for the 2025 Municipal Election is 72". All in favor. Motion by Commissioner Bunch to retroactively approve executing a "Certification of Political Parties" stating that the Democratic and Republican parties were declared to be political parties within Fulton County and shall nominate all of it's candidates for office in such county in accordance with the provisions of Section 801 (b) of the Election Code (25 P.S. 2831). All in favor. Motion by Commissioner Hann to approve executing a MOU, Memorandum of Understanding, between Fulton County Commissioners, Fulton County, Pennsylvania, and Teamsters Local Union Number 992 to a Collective Bargaining Agreement, dated January 1, 2024, with an agreement that the "Hearing Officers in Article 1, Section 1 and Hearing Officer I and II in Article 39, Section 4 shall be modified to Conference Officer and Conference Officer I and II, respectively". All in favor. Motion by Commissioner Bunch approving a Conrad Siegel Quarterly Investment Advisory Fee invoice for services rendered from October 1, 2024 through December 31, 2024, in the amount of $3,736.00, to be from the Plan Assets. All in favor. Commissioners discussed an email labeled "Pre-Meeting Information Letter- Recycling Agreement with Sandy Run Landfill" stating that "Sandy Run Landfill is requesting a meeting with South-Central Counties Solid Waste Agency to discuss a potential modification to a certain Recycling Agreement between Sandy Run Landfill and the South-Central Counties Solid Waste Agency dated 2003 (the "Recycling Agreement"y".
