DEVELOPMENT AND TOURISM COMMITTEE MINUTES The Development and Tourism Committee of the County Commission of Wilson County, Tennessee met in called session on Monday, April 14, 2025, at 5:00 p.m. in the County Commission Meeting Room at the Wilson County Courthouse in Lebanon, Tennessee. Those members present were Commissioners Rick Brown, Danny Clark and Rusty Keith, being all the members oft the Committee with the exception of Commissioners Kevin Costley and Tyler Chandler, who were absent. Also present was Deputy Finance Director Labraunya Horton, Jackie Turnipseed of the Finance Department and Danielle Moore, Legal Assistant to County Attorney Michael R. Jennings Chairman Brown called the meeting to order at 5:02 p.m. and determined that a quorum was present. The minutes from the April 2, 2025 meeting were presented. Motion to approve the minutes as printed was made by Commissioner Keith, seconded by Commissioner Clark and carried by vote of three for, with two absent. Chairman Brown called for Public Comment and there was none. Chairman Brown then welcomed all who came to present their grant requests tonight. He asked that each presentation be kept to 3-5 minutes to allow all to have a chance to present. Marcus Oliver Foundation- Stephanie Olliver, PhD $2,500.00 Chairman Brown then thanked everyone for their presentations and turned the Committees attention to funding. He advised the Committee there is $52,500.00 available to allocate. Anything above this would need to be put on the Needs Assessment. The Committee decided that the applications from Transit Alliance of Middle Tennessee, Inc. and Mt. Juliet/West Wilson Chamber of Commerce would not be considered as no one was present to present their request. Deputy Director Horton advised that she was pulling the Marcus Oliver Foundation from this Committee and sending to the Health and Welfare Committee as she believes that is a better fit. There being no further business to come before the Committee, motion to adjourn was made by Commissioner Keith, Chairman Brown declared the meeting adjourned at 6:07 p.m. Secretary EMERGENCY MANAGEMENT AGENCY COMMITTEE MINUTES The Emergency Management Agency Committee of the County Commission of Wilson County, Tennessee met in called session on Monday, April 14, 2025 at 5:30 p.m. in the Upstairs Conference Room at the Wilson County Courthouse in Lebanon, Tennessee. Those members present were Commissioners Chad Barnard, Jerry McFarland, Lauren Breeze and Haskell Evans, being all the members of the Committee with the exception of Commissioners. Justin Smith, Beth Bowman and Blake Hall who were absent. Also present was County Commissioner Rick Brown, WEMA Director Joey Cooper, Finance Director Aaron Maynard, EMS Chief Brian Newberry and Deputy County Clerk Sondra Winfree Dowdy. Chairman Barnard called the meeting to order at 5:30 p.m. and determined that a quorum was present. The minutes of the March 6, 2025 meeting were presented. Motion to approve the minutes as printed was made by Commissioner McFarland, seconded by Commissioner Breeze and carried by vote of four for, with three absent. Chairman Barnard called for Public Comment and there was none. Director Cooper then presented a list of tems to be declared surplus. Motion to declare these items and sell on GovDeals with the proceeds to be placed into the Ambulance Fund was made by Commissioner McFarland, seconded by Commissioner Evans and carried by vote of four for, with three absent. Director Cooper next presented his status quo budget. He noted the only difference was in longevity pay. Motion to accept the status quo budget was made by Commissioner Breeze, seconded by Commissioner McFarland and carried by vote of four for, with three absent. Director Cooper then presented the Ambulance Fund Budget including Public Safety Grants. Motion to accept this was made by Commissioner Breeze, seconded by Commissioner McFarland and carried unanimously. Director Cooper then presented the Wilson County Emergency Management Agency Capital improvement Plan 20205-2029. He noted that it has been updated from last year's version. He advised the Committee that personnel is the biggest need at the moment. The Committee decided to review and discuss at a later meeting. Motion to accept the Capital improvement Plan was made by Commissioner McFarland, seconded by Commissioner Evans and carried by vote of four for, with three absent. Commissioner McFarland asked about growth. Director Maynard stated that Lebanon is still growing, but he cannot say what the future holds. There was no Old Business to come before the Committee. As New Business, EMS Chief Brian Newberry discussed with the Committee the need for equipment. This was discussed previously in November, 2024. Some equipment they have now is seven years old or older, He noted that prices of this equipment will increase in 2026. He noted that power loads, power cots, stair chairs and cardiac monitors would come with annual preventative maintenance and repairs covered for 7-10 years. He discussed with the Committee the need for AEDs. He noted that WEMA could get by with 46 (one for every vehicle) however, they would like to see every patrol vehicle (60) with an AED and county buildings with daily public access(14) have an AED on site. This is a total of 120 AEDs. He gave an estimate of costs but advised that these numbers could change, but regardless the more ordered, the bigger the savings. Chief Newberry noted that they are applying for a grant but will not know until June or. July if we will be awarded. He does not want to approve any purchases until we know about the grant. He also advised that Opioid Settlement money could be used for the AEDs. The total cost for all equipment discussed would be 2.6 Million. That figure includes the trade in of old equipment. Finance Director Maynard stated that there are a few different options for payments. SECRETARY HEALTH & WELFARE/RECREATION COMMITTEE MINUTES The Health & Welfare/Recreation Committee of the County Commission of Wilson County, Tennessee met in called session on Tuesday, April 15, 2025 at 5:00 p.m. in the County Commission Meeting Room at the Wilson County Courthouse in Lebanon, Tennessee. Those members present were Commissioners Justin Smith, Tyler Chandler, Robert Fields, Danny Clark and Chris Dowell, being all the members of the Committee. Area 27 Special Olympics $7,000.00 After hearing all presentations for the night, Chairman Smith recessed the Committee for a quick break at 6:16 p.m. Chairman Smith called the meeting back to order at 6:18 p.m. As new business, Chairman Smith asked the Committee if there was anything about this grant process they would like to see changed in the future? Much discussion was held about the presentation requirements, possibility of setting a maximum amount for requests, and the process when an applicant increases its request over the previous year's amount. Commissioner Chandler made a motion that all applicants must sign in to the meeting, but only new applicants or applicants requesting an increase in amount over the previous year's request be required to present. Other returning applicants requesting the same amount or less than the previous year's request are welcome to address the Committee, but not required. The motion was seconded by Commissioner Clark and carried unanimously. Also as new business, Chairman Smith advised the Committee that in 2024 they voted to cut this budget by $50,000.00. He advised he would like to see that stay within tourism and asked Commissioner McFarland to present the Watertown Turntable Project that they believe may be a good fit for these funds. Commissioner McFarland addressed the Committee and gave a brief overview of the project and potential impacts it will bring to the county in regard to tourism. He is asking the Committee for any amount they see fit. The Committee turned its attention to the $50,000.00 cut from the budget in the previous year. It was determined that once those funds were cut from the budget they were returned to the General Fund. They were no longer the Committee's funds to distribute. At the conclusion of that discussion, Sara Patton of Statesville Grange FCE arrived at the meeting to address the Committee. There being no further business to come before the Committee on motion of Commissioner Chandler, Chairman Smith declared the meeting recessed at 6:58 p.m. The Committee will reconvene on Wednesday, April 16, 2025 at 5:00 p.m. SECRETARY JUDICIAL COMMITTEE MINUTES The Judicial Committee of the County Commission of Wilson County, Tennessee met in called session on Wednesday, April 16, 2025 at 5:30 p.m. in the Upstairs Conference Room at the Wilson County Courthouse in Lebanon, Tennessee. Those members present were Commissioners John Gentry, Mike Kurtz, Lauren Breeze, Jeremy Reich and Blake Hall, being all the members of the Committee. Also present was County Commissioner Jerry McFarland and County Attorney Michaei R. Jennings. Prior to the meeting being called to order, Chairman Gentry noted that a work session had been scheduled for 5:30 p.m. to hear presentations from 4 candidates for Director of Judicial Commissioners that the Committee had recommended make a second presentation to the Committee. Those making presentations in this order, were Corey Buhler, John LaFevor, LaKeisha Davis and Stacey Swindell. At the conclusion of those four presentations, Chairman Gentry declared the work session closed. Chairman Gentry then called the Judicial Committee meeting to order at 7:03 p.m. and determined that a quorum was present. The minutes of the April 1, 2025 meeting were presented. Motion to approve the minutes as printed was made by Chairman Gentry, seconded by Commissioner Breeze and carried unanimously. Chairman Gentry called for Public Comment and there was none. Chairman Gentry then asked the Committee how they preferred to proceed. We could rank the four applicants individually. Or, we could score them on points. Or, just place someone's name into nomination for a vote. Commissioner Breeze commented that all four applicants are valued and all have strengths. She then placed into nomination the name of Corey Buhler. Commissioner Hall seconded that nomination. Commissioner Kurtz commented that the office is running great and we have placed Judicial Commissioner Stacey Swindell in the position of acting Judicial Commissioner after Lisa Coltigirone. He then nominated Stacey Swindell. Chairman Gentry seconded the motion. The Committee then voted as follows: For Corey Buhler, Commissioners Breeze, Reich and Hall; for Commissioner Swindell, Commissioner Kurtz and Chairman Gentry. Corey Buhler is nominated. Motion to nominate Corey Buhler to the position of Director of. Judicial Commissioners for a one year term was made by Commissioner Breeze, seconded by Commissioner Hall and carried unanimously. Seeing the need for this year the Committee asked Deputy Director Horton if that money has already been removed from the budget? She replied that it had not. The Committee then voted to keep the $50,000.00 in the budget on motion of Commissioner Smith, seconded by Commissioner Dowell and carried by vote of four for, with one absent. Once the Committee was satisfied with the allocations set out above, on motion of Commissioner Dowell, seconded by Commissioner Fields, the Committee voted four for, with one absent, to approve the Health and Welfare Funding allocations. Chairman Smith called for old business and there was none. As new business, Commissioner Fieids discussed the possibility of reducing the limit for first time applicants to $1,500.00. Commissioner Clark discussed setting a number of years new applicant must apply for the minimum funding amount before having an option to increase. The Committee as a whole discussed the New Leash on Life allocation that is currently set by resolution. Legal Assistant Moore advised that since these items were not included on the Agenda, there could be no vote taken tonight. There being no further business to come before the Committee on motion of Commissioner Dowell, Chairman Smith declared the recessed meeting adjourned at 6:55 p.m. SECRETARY LAW ENFORCEMENT COMMITTEE MINUTES The Law Enforcement Committee of the County Commission of Wilson County, Tennessee met in called session on Thursday, April 17, 2025 at 5:00 p.m. in the Upstairs Conference Room at the Wilson County Courthouse in Lebanon, Tennessee. Those members present were Commissioners Mike Kurtz, Chad Barnard, Jerry MçFarland, Terry Scruggs and William Glover, being all the members of the Committee, with the exception of Commissioners Tyler Chandler and Chris Dowell, who were absent. Also present was County Commissioner Rusty Keith, Sheriff Robert Bryan, Lance Howell of the Sheriff's Department and Danielle Moore, Legal Assistant to County Attorney Michael R. Jennings. Chairman Kurtz called the meeting to order at 5:00 p.m. and determined that a quorum was present. The minutes of the March 6, 2025 meeting were presented. Motion to approve the minutes as printed was made by Commissioner Glover, seconded by Commissioner McFarland and carried by vote of five for, with two absent. Chairman Kurtz called for Public Comment and there was none. Chairman Kurtz turned the meeting over to Sheriff Robert Bryan. Deputy Lance Howell presented his general fund budget for the Sheriff's Department, Courtroom Security, Sex Offenders, Jail, Workhouse and Commissary. He advised the Committee that all of these budgets were status quo. Motion to approve the general fund budgets for the Sheriff's Department was made by Commissioner Barnard, seconded by Commissioner Glover and carried by vote of five for, with two absent. He next presented the Drug Fund budget. He noted that this budget was also status quo. Motion to approve the Drug Fund budget was made by Commissioner Glover, seconded by Commissioner Scruggs and carried unanimously. Sheriff Bryan presented his needs list. He asked the Committee to consider another 3% bonus for employees, like the one that was approved last year. Finance Director Maynard noted that he had concerns about funding the bonus due to reduced turnback money this year. Much discussion was held regarding a bonus and the proposed pay plan raises that are in the works with this budget. Chairman Kurtz commented that he would like to see this Committee pass this to the Budget Committee with the consideration for all employees not just the Sheriff's Department. More discussion regarding funding and other agencies looking to give pay increases. Chairman Kurtz made a motion that this Committee recommend a 3% bonus for all employees to the Budget Committee, seconded by Commissioner Glover and carried by vote of four for, with two absent and Commissioner Barnard voting no. Sheriff Bryan next presented the need for an SRO for1 the new school on Double Log Cabin Road. Motion to accept this need was made by Commissioner Glover, seconded by Commissioner Scruggs and carried by vote of five for, with two absent. Sheriff Bryan presented the need for 6 Correctional Officers. He advised that he has pods in the old jail that he cannot open without the extra officers. Commissioner Glover asked how many open positions we had at this time? Deputy Howell responded that there are currently 6 open positions but he has 3 potential officers in the pipeline. Motion to accept this need and recommend to the Budget Committee was made by Chairman Kurtz, seconded by Commissioner Glover and carried by vote of five for, with two absent. Sheriff Bryan next presented the need for an additional $350,000.00 of reoccurring funding to be placed into the Medical and Dental Services line item. Commissioner Glover asked if he currently had enough funds in that line item to finish the budget year? Sheriff Bryan replied that he did not believe $O. Those members present were Commissioners Diane Weathers, Rusty Keith, Wendell Marlowe and Tommy Jones, being all the members of the Committee. GREGORY TONIA LOUISE SCUTT AMY ELIZABETH HOLLAND TERESA KAY SHELTON CHERYL JONES SANDRA PREGEL MARTIN 25-4-/3 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF WILSON COUNTY, TENNESSEE HONORING BRIAN PERRY FOR HIS UNWAVERING EFFORTS TO SAVE HIS NEIGHBOR'S LIFE WHEREAS, on February 10, 2025 at 7:00 p.m. a house fire occurred in the subdivision of Twin Lakes; and WHEREAS, the victim of the house fire was an elderly single woman who had fallen and could not get up; and WHEREAS, the victim was able to call her son, who in turn called 911; and WHEREAS, in awaiting the arrival of Wilson County Emergency Management Lakeview Station, the victim's neighbor, Brian Perry, age 36, noticed the fire and rushed over, risking his own life, and entered the rear of the burning house; and WHEREAS, crawling on his stomach, he managed to get the victim out of the house just prior to the roof collapsing; and WHEREAS, unfortunately, the victim suffered from 2nd and 3rd degree burns and later succumbed to her wounds; and WHEREAS, Mr. Perry suffered from burns on his body in his effort to save the woman's life; and WHEREAS, Mr. Perry is the father of two, a 4 year old and 7 year old; and WHEREAS, Mr. Perry showed true courage running towards danger in a valiant effort to save his neighbor's life; as. Jesus said, "Greater love has no one than this; to lay down one's life for one's friends" John 15:13 NIV; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Wilson County, Tennessee that we hereby honor Brian Perry for his unwavering efforts to save his neighbor's life.
