Motion by Commissioner Hann to amend the agenda to add "Proclamation, Hustontown Volunteer Area Fire Department". All in favor. Motion by Commissioner Bunch to accept the April 16, 2024 Commissioners Meeting minutes. All in favor. Motion by Commissioner Wible to approve Accounts Payable, dated April 22, 2024, in the amount of $165,435.22. All in favor. Motion by Commissioner Hann to enter into Executive Session at 8:45 a.m. for Personnel Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 9:15 a.m. All in favor. Motion by Commissioner Hann to hire Amanda Shore for the position of 'Office Deputy 1' in the Prothonotary's Office, effective pending clearances. All in favor. A brief Salary Board Meeting was held. Separate minutes are on file. Motion by Commissioner Hann to enter into Executive Session at 9:18 a.m. for Legal Matters. All in favor. Motion by Commissioner Wible to exit Executive Session at 9:36 a.m. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 10:00 a.m. for Legal Matters. All in favor. Motion by Commissioner Wible to exit Executive Session at 10:20 a.m. All in favor. Commissioners met with Elect IT President Nelson Witmer and Elect IT employee Rick Grissinger for continued discussions on the Zito Business Agreement with the county for a period of 15 years. Both parties discussed a recommended change made by the County Solicitor, Elect said they would take the change back to Zito for an updated copy of the agreement. Also, discussions were revisited on updating security measures for the county IT Department. Elect stated they would bring back an Addendum to the 2024 Elect Contract to reflect those changes. Commissioners recommended to meet with Elect again in August/September to discuss the other recommended security updates in regards to the 2025 budget. Motion by Commissioner Hann to approve and execute the "Appreciation for First Responders of the Hustontown Volunteer Area Fire Department" Proclamation. All in favor. A service and recognition time for the Proclamation will take place Sunday, April 28, 2024 at the Knobsville & Fairview United Methodist Church, Harrisonville, PA. Motion by Commissioner Bunch to recess at 10:55 a.m. until 12:30 p.m. All in favor. A meeting was held at 12:30 p.m. between the Commissioners and the following- SAEMS Executive Director (Southern Alleghenies EMS), Jordan Anthony and Rachelle 401 Tippery; Fulton County EMA/9-1-1 Director Brian Barton; Needmore Volunteer Fire Company- John Beatty and JR Sigel; McConnellsburg Volunteer Fire Company- Pete Lynch and Rodney Mellott and Medic 60- Tammy Cook. Discussion was made about EMT and EMT Instructor training in the county and implementation in the Votech program between all three Fulton County school districts. A meeting with the Superintendents of the school districts will take place on May 8, 2024 at 10:00 a.m. at the Central Fulton School District. Also, discussion was made in regards to a mobile app that would be used by all three Fire Departments. A recommendation was made by the Commissioners to cover the startup cost and then the three Fire Departments would split the monthly cost going forward. Commissioners asked EMA/9-1-1 Director Brian Barton to do more research and bring information back to them. Motion by Commissioner Wible to adjourn the meeting at 1:30 p.m. All in favor.
