181 Meeting of the Fulton County Commissioners Tuesday, March 21, 2023 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Guests: Madison Black, Forbes Road High School Chairman Ulsh opened the meeting with a moment of silent prayer and all recited the Pledge of Allegiance to the flag, Motion by Commissioner Shives to approve the Commissioners Minutes of the March 14, 2023 meeting. Ail in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated March 17, 2023 in the amount of $96,785.69. All in favor. Commissioners met via Zoom with administrative stafffrom the Pennsylvania Broadband Development Authority (PBDA)- Digital Equity Program Manager Julia Brinjac; Broadband Project Manager Gregory Alliger; Broadband Planning Specialist Kyle Snyder; Grants Manager Pam Frontino and Digital Equity Program Manager Kalie Snyder. The Authority explained to the Commissioners the process of applying for grant funding through PBDA when it comes available to help expand broadband in Fulton County. The PBDA noted that there would not be duplicated service in areas already set up for broadband expansion. Commissioners met with Building and Maintenance Director Brad Seville to review quotes for the Warfordsburg Senior Center restroom upgrades. A brief Safety Committee meeting was held at 10:00 a.m. 182 Commissioners spoke with Zach Lee, Community and Economic Development Program Manager for SAP&DC (Southern Alleghenies Planning and Development Commission), to answer questions the Commissioners had on the Letter of Support for BCTC (Bedford County Technical Center) that serves both Bedford and Fulton counties. Lee explained that the purpose ofthe letter was for Fulton County to show support towards SAP&DC to secure funding through the ARC (Appalachian Regional Commission) for BCTC for a Program Demand Analysis & Development Feasibility Study serving both Bedford/Fulton Counties to expand the center's programs. Currently the only Fulton County School District involved with the center is Forbes Road. The Commissioners agreed to execute the letter but asked Lee to find out why Central and Southern Fulton School District's were not involved with the program. Motion by Commissioner Ulsh to execute the Letter of Support addressed to DCED in regards to SAP&DC's efforts to secure funding through the ARC grant application for Program Demand Analysis & Development Feasibility Study for the Bedford County Technical Center (BCTC) serving both Bedford/Fulton Counties.
