75 Meeting of the Fulton County Commissioners Tuesday, August 2, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Bunch, Commissioner Shives and Commissioner Ulsh (via Telephone) Absent: None Others Present: None Commissioner Bunch opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners: Minutes of the July 26, 2022 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payable dated July 25, 2022 in the amount of $165,317.71. All in favor. All in favor. Regular session reconvened at 8:55 AM. Commissioners met with Sid McConahy, Mission Critical Partners and Jeff Reel, Alleghenies Broadband to discuss the agreement between ABI and Fulton County in more depth. Reel explained that the agreement would ask ABI to find a vendor to "bring broadband to the county". In further explanation Reel stated that Upward Broadband was the recipient of that request through an RFP. Reel talked about ARPA and NTIA funding for the project stating that each county received ARPA funding and that this was when ABI was asked to bring broadband into the county. The Commissioners expressed concern about ownership of the towers being built for the project. Reel stated that the RFP said nothing about ownership of the towers but that he would speak with Upward Broadband. McConahy stated that since the NTIA grant budget worksheet showed the counties being lumped into one price he was working on obtaining a breakdown from Upward Broadband of each of the new tower sites for Fulton County. No action was taken for the agreement. Motion by Commissioner Ulsh to approve the veterans application for deceased person Carl Deitweiler in the amount of $100 payable to Gayle Detweiler. All in favor. 76 Motion by Commissioner Bunch to enter into Executive Session for personnel matters at 9:03 AM. All in favor. Regular session reconvened at 9:13 AM. Motion by Commissioner Shives approving Commissioner Ulsh to sign two forms for the Election Integrity Grant in the amount of $46,820.75 for Fulton County; "Certification by Grantee as to Intended Uses of Grant funds" and "Worker Protection and Investment Certification Form". All in favor. Motion by Commissioner Ulsh approving 2022 Liquid Fuels allocation letters to townships with calculations disbursing $20,000 between the townships using the updated 2020 Census for road mileage and population. All in favor. Motion by Commissioner Bunch approving a letter to F&M Trust to update signatories adding Chief Probation Officer Dan Miller and his fiscal staff, Sheri Perry and Melinda Walls to the House Arrest/Work Release Accounts as authorized signatures for the Probation Department. All in favor. Motion by Commissioner Shives approving a letter to Tri-State Ford allowing Sheriff Keith Stains to sign all documentation for the purchase of a 2022 Ford Explorer AWD Police Interceptor for a quoted price of $33,747.00.
