MINUTES SCHUYLKILL HAVEN BOROUGH DATE: February 5, 2025 TIME: 6:30 pm ATTENDING: President Jerry Bowman, Vice President Gordon, Members Montz, Roeder, Dress, Williams and Kavanaugh. Also attending was Mayor Devlin, Solicitor Semanchik, Administrator Seiders, JCP Benulis and Secretary Tinari. CALL TO ORDER: President Jerry Bowman call the meeting to order at 6:30 pm CITIZEN COMMENTS: None ADMINISTRATION: On motion of Montz/Gordon council approved the Act 131 Ordinance. On a roll call vote, members Roeder, Williams and Dress vote no. There is no action to change the rate of compensation at this time. On motion of Roeder/Montz council approved the 2025 non-uniform pension ordinance. On motion of Montz/Gordon council approved the walk works resolution. On motion of Wiliams/Montz council approved a letter from Schuylkill Hose re: boot drive. On motion of Montz/Gordon council approved a letter from Borough Day Committee re: Borough Day. On motion of Montz/Gordon council approved a $10,000 donation to start the fund for the 275th anniversary as well as a separate bank account for the funds. On motion of Montz/Gordon council approved to sponsor a postal cancellation for the 275th anniversary. CITIZEN COMMENTS: Mickey Casey of 119 Avenue E stated about the concern with neighborhood issues. OTHER BUSINESS: Member Roeder stated about the 275th anniversary festivities and ideas brought before the committee. Member Williams stated that the Rec held a skating party at Bubeck Park and was a good turn out with residents and the donation from Hess Catering of Hot Dogs and Hot Chocolate. He also stated about a snow bank at M & T bank that was in the way for residents walking on the sidewalk. 2-5-25 P9 2 Member Dress stated about Diakon at the senior center. Mayor Devlin stated about Hoodie Hoo Day celebrations will be February 20th at noon. EXECUTATIVE SESSION: There was an executive session held at 5:55pm before the regular council meeting. Also attending were Mayor Devlin, Administrator Seiders, and Solicitor Semanchik. CALL TO ORDER: President Jerry Bowman called the meeting to order at 6:30 p.m. with the Pledge of Allegiance followed by a prayer. On motion of Montz/Roeder, Council approved Solicitor Semanchik as. Acting Secrétary. CITIZEN COMMENTS: Three Schuylkill Haven students at the STC at MarLin were in attendance and raised a concern with regard to the location ofa dumpster at the intersection of Columbia St. and Parkway, and complained that it posed a traffic hazard. MINOTES: The minutes oft the January 15 meeting were approved on motion ofMont/Roeder. TAX COLLECTOR: The Tax Collector's Report in the amount of$1,782 was approved on motion of Montz/Gordon. TREASURER'S REPORT: Ashley Bieski, Treasurer, presented Council with the January, 2025 Treasurer's Report. On motion ofMontz/Gordon, Council approved this report. BILLS: The following bills were approved for payment on motion of Williams/Montz: General $292,381.06; Electric $434,819.63; Water $112,831.87; Sewer $100,717.49, for a total of $940,750.05, CORRESPONDENCE: None ADMINISTRATION: On motion ofl Montz/Roeder, Council approved the January transfers. Questions were asked with régard to the availability and costs of rock salt. On motion ofl Dress/Montz, Council approved ofl Park Mobile. Council members were reminded that all users will have the first ten minutes free and that the availability of the service would be at the same locations where meters are currently located, 2-19-25 P9 2 OLD BUSINESS! NEW BUSINESS: None OTHER BUSINESS: The Finance Committee met at 5:30 p.m., during which an update was provided with regard to cyber security measures and an assessment thereof at Borough facilities. Further updates and improvements are being worked on. Member Roeder announced that on March 15, 2025, there will be a drive through at the Island for their dinner fundraiser. Member Kavanaugh raised questions and comments regarding the reporting as to Council's actions on the Act 131 Ordinance related to Council Member and Mayor compensation. Member Williams reported on recreation activities and, particularly, the huge success of the Biddy Basketball Program, Comments were also made with regard to the farmer's market relocation and that the Lions' shed suffered vehicle damage and whether safety measures may be undertaken by the Borough. Member Dress reported on the 275th Anniversary Committee's activities: the Borough's $10,000 commitment; the location of the time capsule is still being discussed; and the 2025 Island Fest and annual fireworks will try to incorporate activities related thereto. Mayor Devlin reminded all that on Thursday, February 20, 2025, at noon there will be a celebration at the Senior Center for Hoodie- Hoo Day. EXECUTIVE SESSION: There was an executive session held at 6:00 p.m. before the regular Council meeting. Property, utility service, and prospective contracts were discussed.
