MINUTES Troy Recreation Board Meeting Wednesday, February 19, 2025 4:00 p.m. Hobart Arena Members Present: Marty Hobart, President; Tom Dunn, Vice President; Ashley Reed, Secretary; Eric Herman and Lindsy Fisher. Others Present: Kenneth Siler, Director of Recreation. The meeting was called to order by the President oft the Recreation Board, Marty Hobart. The minutes ofthe January 15, 2025 Recreation Board meeting were read. It was moved by Mr. Herman and seconded by Mrs. Fisher that the minutes be approved as read. Motion carried. The Director informed the board that staff is working on building the summer programs and getting them prepared to go online April 1st. Float Troy reservations began on February 1st. There is 20 reserved to date, which is right in line with where they were at this time the year. There is the same number of dates in 2025 as in 2024. The girls' softball registration deadline was this past week. Nevin, the Program Coordinator, is working on getting all details finalized with regard to coaching and rosters. He is working with Tipp City and Vandalia on getting scheduling in place. They start practicing in about 5-6 weeks. It's a spring/summer program, which ends in the month of. June. The board reviewed proposed 2025-2026 Jr. Hockey rates. There is about 4 weeks to go with the 2024-25 season. All divisions are proposed to be increased by $15.00 this season with the exception oft the Initiation Program, which will go up $10.00. The Director anticipates registrations to be in the 108 to 115 range. A significant number ofkids graduated this year from the High School program. There were 13 kids that aged out ofUSA Hockey's youth hockey program. That will impact numbers a little. A few kids come from other hockey programs. It was moved by Mr. Hobart and seconded by Mrs. Reed to approve the proposed 2025-2026 Jr. Hockey registrations by $15.00 and the Initiation Program by $10.00. Motion carried. The Director informed the board that since the last board meeting, that the next month and a half or SO there is a good solid line up of events. Staffi is working on the circus, which will be loading in tomorrow evening. The State Wrestling Tournament will be next Friday and Saturday. The following weekend the State Lego Championships will be March gth and gth. There will be a full weekend off with a full schedule ofice and the Rodney Atkins concert will be held the Saturday after that. Staffis working on getting things nailed down for the fall and fourth quarter of 2025. Troy Recreation Board Meeting Wednesday, February 19, 2025 Page 2 Honeywell Arts out of Indiana is working on preparing on announcing another show of theirs in October. They have several other offers in for lateri in the year. Per the board's previous approval, the Director continues to work with Honeywell Arts by co-promoting shows with them here at Hobart Arena by waiving their rental fee. This continues to benefit the arena with more concert events. All graduations are: scheduled. There are two awards assemblies and 7 graduations ceremonies. The Director is working with Variety Attractions to bring in Cheap Trick for $75,000. The Director would like to submit an offer for the fall of2025. It was moved by Mr. Hobart to authorize the Director to submit an offer of$75,000 for Cheap Trick for the 4th quarter of 2025. Motion carried. The Director informed the board that he has attempted to help the Western Ohio Home Builders Association that last few years with the Home Show. One was after COVID just to give them the chance to build the show back. The past two years (2024 and 2025) they have had the unfortunate luck of getting hit with a significant snow storm. During the event weekend, there was a water main break and a boiler alert. Sunday morning there was 4 inches of snow before the show opened. The past three years, they have been given a $1,000 reduction in their rental fee for the weekend. The Director would like to see what the board's thoughts are in regards to helping them due to the circumstances they experienced this past weekend. It was moved by Mr. Hobart and seconded by Mr. Dunn to give the Western Ohio Home Builders Association a $1,000 reduction in rental fees. Motion carried. The Director informed the board that the arena received a shipment of8 free replacement light fixtures for the arena floor lighting since they fall under warranty. There are currently 3 that need replaced. The company is shipping 6 more next week. There continues to be ongoing outages. There have been no issues with the condenser in the refrigeration room. The condenser is scheduled to be replaced the first week of April. Staffi is working on bids for resealing the parking lot. It hasn't been seal coated since it was redone about 6 years ago. There is also one area on the roofin the back that needs replaced. The Director is finalizing estimates with a couple of contractors SO it can be scheduled as well. The roundabout project at the corner of Adams Street and Staunton Road is scheduled to start the day after the Strawberry Festival and completed before school begins in mid-August. It will be impactful to park shelter reservations and Troy Community Park and Duke Park activities. It will be communicated to everyone as to where they are able to enter the park. It shouldn't be too impactful to the arena. Troy Recreation Board Meeting Wednesday, February 19, 2025 Page 3 The Director also informed the board that back in October a new house bill came out that was effective immediately. AEDs have to be installed at all outdoor recreational facilities where athletic events are scheduled. The Director is working with the Park Department, Fire, Police and the 911 center on putting them in place at Archer Park, Mercer field at Trostle Park, City Park, Duke Park and North Market Street fields. They are working on having them installed and ready to go when the spring season starts by April 1st. They will be in locked heated boxes. The Director informed the board that we are still offering discounted Troy Aquatic Park passes through the month of April. One Hundred Twelve (112) pass have been sold to date plus ten (10) grandparent passes. They are right on target where they usually are. Carrie and one ofthe Assistant Pool Managers went to Louisville, Kentucky for training. The YMCA has been updating their lifeguarding course. It has been a three-year process to update things. They are lowering the age from 16 to 15, which American Red Cross had done several years ago to help with recruitment. It has helped tremendously with getting younger kids involved and ready to be on board. There are only 110 instructors who have crossed over to the new program and they are training people all over the country. It is a 20-hour course and Carrie and the Assistant Manager both passed and all other instructors still have to be trained. Carrie is working with someone in Louisville to try to get a trainer to come up to Troy to train in this area. The local YMCA hasn't been very proactive in doing that. The Western Ohio Hockey Referee Association, the group that assigns referees for all hockey games at Hobart Arena, approached the Director regarding the possibility of utilizing 3 hours of ice in the fall for referee training and also use the Bravo Room for the class portion ofthe training. The Director would like to help them out and provide the time for them at no cost. If we don't have them, we don' 't have ice officials. We rely on the association to assign officials for games. The Director would like to waive fees for them to have the training on Sunday, September 14th, which will be minimally impactful in terms of displacing anyone from the ice. It was moved by Mr. Hobart and seconded by Mr. Dunn to waive the fees for the Western Ohio Hockey Referee Association to do training on ice and in the Bravo Room. Motion carried. The Director recommended requesting $13,750 from the United Way of Miami County for the 2026 Troy Playground Program. It is an increase of $750 from what was requested last year. It was moved by Mrs. Reed and seconded by Mrs. Fisher to request $13,750 from the United Way ofMiami County for the 2026 Troy Playground Program. Motion carried. It was moved by Mr. Hobart and seconded by Mr. Dunn that the board go into executive session to consider the appointment ofaj public employee. Motion carried. It was moved by Mr. Hobart and seconded by Mr. Herman that the board come out ofexecutive session. Motion carried.
