BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on March 24, 2025, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Roy Hambrecht Kevin Steckel Abigail Bartels (Acela) Aaron Schoch Michael Waldron (Acela) William Schippers PUBLIC COMMENT: None A. HIGHWAY Aaron Schoch - Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion; a. Discussion on CDBG projects. Abigail Bartels (Acela) stated that the sidewalks and roads have been done, and they added ADA ramps where required. Cherry Street has no overlay and then there are two (2) ramps on either side of Yenser Alley. There is another ADA ramp at Rolling Mill Road. Michael stated that Acela modified the plans to add the storm drains as well where needed. The Committee made it clear that the homeowner is responsible for replacing their sidewalks. The Borough is responsible only for curbing. Michael stated the grant applications are in, and they must finalize the quantities of the sidewalk. President Schnaars asked when next year's grant application must be in. "Michael informed the Committee they must be done soon. Manager Hambrecht stated the roads have been identified. President Schnaars would like this placed on the next regular Council agenda. b. Discussion on the non-CDBG projects. Michael Waldron (Acela) stated that he still owes Roy a cost estimate for Maple Springs which is the anticipated project for 2025? Manager Hambrecht will research when the paperwork for grants must be completed for 2026. Manager Hambrecht will provide a list of roads to be considered for next year at the next Committee agenda. The 100 steps will be looked at by the Highway crew to see what the structure looks like. PennDOT questioned whether the steps would be removed. C. Atlas Copco compressor Services Maintenance Plan for all compressor Borough-wide (attachments). Manager Hambrecht stated that this five-year maintenance plan will save the Borough money. The cost for a five-year plan would be a total of$16,877.20, a savings of $2,534.07 if each year was contracted separately. President Schnaars would like this placed on the next regular Council agenda. d. Visioning. President Schnaars stated he would like to have the department heads at these meetings once a quarter, Discussions should include: 1) What is the state oftheir departments? 2) What are the immediate needs? 3) What are the long-term needs? The first meeting that will involve the department heads will be on April 28, 2025. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER William Schippers = Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: a. Person to manage kennel at Sewer Plant (Animal Control). Manager Hambrecht has left 4 messages for Tiffany at the Humane Society and she has not responded yet. Councilor Schippers will attempt to make contact with Tiffany. b. The Committee reviewed the Special Report on Audit of Sewer Treatment Costs and Charges. (Attachment) President Schnaars would like this placed on the next regular Council agenda. C. Visioning Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATER/SPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: a. The Committee reviewed the Filter Plant Performance Evaluation. The Borough is rated satisfactory. There were 13 recommendations in the report. Manager Hambrecht indicated that many of the recommendations are already being addressed. Steve Martinez will be reporting on the recommendations as part of the next Committee Meeting on April 28, 2025. President Schnaars would like this placed on the next regular Council agenda. b. Councilor Schippers asked about the new water meters. Manager Hambrecht informed the Committee that he had a meeting with PennVest on Tuesday. Manager Hambrecht has started putting together forms and reports that are required. Applications are due May 7h, 2025. The meeting for the PennVest is on July 17th, 2025, which will determine who receives the funding and what kind of funding. C. Report on recruiting process for Steve Martinez's replacement late summer/early fall. This has been completed prior. d.
