Muncy Borough Council Minutes March 4, 2025 The meeting of the Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:30pm by President Scott Delany. The Pledge ofAllegiance followed by a moment of silence for Armed Forces, First Responders and Front-Line workers. Council Members present: Tara. Ashby, Thad Martin, Ryan Scruggs, Scott Delany, Richard Sutton (via telephone), and George Henry (via telephone), Bill Scott was absent. Staff Present: Borough Manager Charley Hall, Secretary/Ireasurer Katie Hakes, Police Chief James Dorman. Solicitor Chris Kenyon was also present. Mayor Jon Ort was absent. Guests Present: Raymond Secrist, Chip Gottschall, John Croll, Sheri Croll, Marco Colbert, Craig Scruggs, Logan Laidacker, Linda Stein, Stephen Puzio, Alexander Puzio, and Ed Brockman. The regular council meeting has been recessed and Solicitor Chris Kenyon opened up Conditional Use Hearing. Upon discussing between council and the recommendation from the Planning Commission, council has approved the application for 101 N Washington Street to be used as a short-term rental. Solicitor Chris Kenyon will work on putting together a written record on conditions and Mr and Mrs Croll will begin working with Victor on putting together an evacuation. Regular public council meeting resumes. Charley Hall makes a request to remove item #4, American Legion Donation Request. The Borough has not received a formal letter from the American Legion requesting a donation at this time. After removal of agenda item, Charley made a statement how he finds it very disrespectful to the community that Muncy Borough has a council member who does not uphold his position as a community leader and has not shown up to a council meeting since January 2024 but continues to pass himself off as "representing the borough" but cant take the time to sit at a council meeting with his peers. Public Participation on agenda items only: Marco Colbert asked what the intentions were with the Borough building. President Delany responded with its still under discussion at this time. Tara Ashby made a motion to approve the February 4 2025 meeting minutes. Dick Sutton 2nd the motion. Motion approved. Tara. Ashby made a motion to approve the check and cash disbursements. Thad Martin 2nd the motion. Motion carried. Old Business Charley thanked WBRA for saving the borough quite a bit of money by helping with our major toilet system problem in the borough building. New Business: Ryan made a motion to approve the Fire Police Resolution 2025-05. Tara 2nd the motion. Motion carried. Thad Martin made a motion to approve Penn Dot Permit Resolution 2025-06. Ryan 2nd the motion. Motion carried. Ryan made a motion to table the Rifle Plates and Carriers until the Chief gathers some more information. Thad 2nd the motion. Motion carried. Dick made a motion to approve Charley to attend the conference and be the boroughs delegate at the annual Borough Association Conference. Council also approved Katie to attend the conference if she chooses to. Tara 2nd the motion. Motion carried. Announcements: Charley gave compliments to the road crew for handling the rough winter. He also complimented the secretary/reasurer, letting the public and council aware they are getting very good service from the employees under their watch and care. Council member Tara. Ashby asked ift the Mayor has given any reason why he has not attended any meetings. Charley said we have had very little contact with the Mayor. Chief Dorman said he had a meeting with the Mayor last week. Marco Colbert made a complaint on a property on N Market Street. Zoning officer, Victor Marquardt, explained DEP has been out to the property investigating. The police department will keep an eye out for any illegal burning going on as well. Marco also complained about McCarty alley. Thad Martin explained that's not a borough issue matter, due to sewer lines. West Branch does have intentions on fixing that in the Spring.
