Millcreek Township Fire and Emergency Medical Services Commission Minutes of January 16, 2025 Regularly Scheduled Meeting in Township Municipal Building Meeting Called To Order by Bradley Hesch, filling in for Vice Chairman Matthew Parker, at 6:02 pm Present: John Marsden, Brian Salvatore, Kevin Burkholder, Scott Heidt, Attorney Mark Shaw, Guy Santone, Jerry DeRosa, Bradley Hesch, Jerry Hickin, Steve Dick, Dennis Albrewczynsky Pledge of Allegiance was recited by all present. Roll Call was taken by all commission members. Reading and Approval of Minutes from October 13, 2024 Regular Meeting. Motion made by Guy Santone, Seconded by Brian Salvatore; Approved by all present. So moved to adopt the minutes of the October 13, 2024 Regular Meeting as presented. Nomination of Officers. 1.) Chairman. Nomination of Matthew Parker by John Marsden. Seconded by Guy Santone. Fire Chiefs Update or other business matters: Bradley Hesch reported that the next Chiefs meeting was upcoming and that a continuation of business matters was likely including, continuing work on Township wide SOP's. 2.) Township Update on volunteer incentives and/or stipends: Bradley Hesch reported continuing work and progress on this effort. Accurate totals and reports are now available through First Due. 3.) Township Update on MOU regarding Belle Valley's inclusion into Millcreek Fire Department. Mark Shaw reported no work or further development on this matter. 4.) Chief Cliff/Township Update: a.) Pursuit of Property Acquisition for New BVFD Building: Mark Shaw reported that the RFQ's are in. The Township received 10 RFQ's and reduced the quotes to 4 firms. One local firm and 3 outside firms. All have extensive experience designing and building fire stations. Two dates have been identified to hear the proposals of the 4 architectural/ engineering firms. March 14th and March 19th between 5:30-8:00 p.m. in The Municipal Building. Public is welcome. Lastly, Mark Shaw shared The Townships/Mllcreek Fire Department interest in forming a "Station Design Committee. 1 Any FEMSC citizen representative or Belle Valley resident wishing to serve should contact Secretary John Marsden. b.) Update on hiring a consultant to finish/formalize merger of all departments into The Millcreek Fire Department. Jerry Hickin reported that a full merger is in its initial phase ofi implementation. Furthermore, the strategic plan prepared by The Center for Public Safety Excellence is in its final stage. c.) Update on additional staffing. SAFERS Grant status. Jerry Hickin reported that The Millcreek Fire Department received 27 interested applicants. 15 have been hired with an initial start date of March 3, 2025. All hiring and onboarding must occur before March 22, 2025 under the SAFERS Grant. d.) Update on standardization of SOP's and Township Handbook. Jerry Hickin reported that the strategic plan will drive this initiative. e.) Update on the Millcreek Township Fire Department Apparatus Committee. Bradley Hesch reported the replacement of E922 & E923 engines is in progess. The projected lead time is 30-32 months. New Business. A.) From the Desk of Chief Cliff: i. No new business discussed. B.) Department discussion on any proposed apparatus procurement. All department's reported. No new apparatus under discussion at the departments. Bradley Hesch reported, and several other departments concurred, that the maintenance expenses were increasing significantly due to the call volume by Millcreek Fire. Other cost factors included, apparatus parts and labor and the age of existing apparatus. Public Comment: Citizen Mike Pirschel, a Belle Valley resident addressed the FEMSC. Was interested in both BVFD's inclusion into The Millcreek Fire Department and the new fire station on Belle Valley. Mr. Pirschel was comfortable with what was discussed at the meeting. Comments from Members: Mark Shaw advised that a motion to formalize the meeting dates, time and location of the Millcreek Township Fire and Emergency Medical Services Commission (FEMSC) was needed. Motion: A motion was made to continue the quarterly meetings of the FEMSC. The. committee shall meet on the Third Thursday of. January, April, July, and October @ 6:00 p.m. in the Millcreek Township Municipal Building. Motion made by Brian Salvatore. Seconded by John Marsden. Approved by all present.
