BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, MARCH 19, 2025 A pre/post meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, March 19, 2025 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. Insp./Fire & Tech Official.. present Tim Phillips, Building InspectorlZoning Officer. present PRE-MEETING AUDIENCE: 2 OLD BUSINESS Home Rule update The following items were discussed: o Another resident has expressed interest in serving on the Home Rule Study Commission, and Mr. Ebner has a total of five names so far. o A suggestion was made to include beneficial non-monetary reasons in the Home Rule FAQ. o Residents have asked Dr. Li what the cost would be to go through the Home Rule process. A loose estimate could be developed, but it was noted that most of the costs would be for legal fees. Residents are also asking about the Borough's ability to charge additional fees through Home Rule. REGULAR MEETING. AGENDA REVIEW: Cardinal Ridge Plan - Mr. Junker noted that the development agreement and security were received. The recording plan submitted by the developer was not correct and it cannot be signed until a correct plan is provided.
