EPHRATA AREA JOINT AUTHORITY MINUTES - MARCH 13, 2025 The meeting was called to order at 7:00 PM by Vice Chairman Clark Stauffer in the Council Chambers of the Borough Office, located at 124 South State Street. Attendance Board Members: Vice Chairman Clark Stauffer, Treasurer Steve Sawyer, Assistant Treasurer Jonathan Zimmerman and Members Tim Barr and Luke Rohrer Absent: Chairman Thomas Reinhold Staff and Officials: Aaron Zeamer (Solicitor), Jeff Bologa (Becker Engineering), Nancy Harris (Borough Manager), Karen Gerhart (Director of Finance), Scott Mohn (Water Manager), Stephanie Fasnacht (Executive Assistant) Call to Order Vice Chairman Stauffer called the meeting to order at 7:00 PM. Adoption of Agenda Ms. Harris provided confirmation of the following: 1. The meeting agenda was posted on the Borough's website and at Borough Hall no later than 24 hours in advance of the time of the meeting. 2. The meeting agenda included a listing of each matter of Authority business that will be or may be the subject of deliberation or official action at the meeting. 3. There were no changes made to the meeting agenda after it was posted. 4. The meeting agenda was made available to individuals in attendance at the meeting. Vice Chairman Stauffer asked if there were any requests to add a matter of Authority business to the meeting agenda. Seeing none, Vice Chairman Stauffer asked for a motion to accept the meeting agenda as posted. Mr. Barr moved and Mr. Rohrer seconded to approve the meeting agenda as posted. Motion carried unanimously. Approval of Minutes = January 29,2025 Motion by Mr. Sawyer, seconded by Mr. Barr, to approve the minutes of the January 29, 2025, meeting. Motion carried unanimously. Public Comments No public comments were made. Financial Reports Motion by Mr. Zimmerman, seconded by Mr. Barr, to approve the financial reports. Motion carried unanimously. Payment of Bills Motion by Mr. Zimmerman, seconded by Mr. Sawyer, to ratify the payment of bills. Motion carried unanimously via roll call vote. Action Items a. None Ephrata Area Joint Authority Minutes March 13, 2025 Discussion Items a. Review of Boil Water Notice: Summary and Outstanding Concerns Ms. Harris reported on the boil water notice issued due to a water main break on West Queen Street. She outlined the notification process, which included the emergency alert system, social media, and the Borough website. She noted that follow-up efforts have led to the development of standard operating procedures for future incidents. b. Public Works Distribution System Maintenance Ms. Harris reported that a meeting with Becker Engineering and Public Works staff highlighted concerns about distribution system maintenance due to staffing constraints. Mr. Bologa noted that system valves have not been exercised regularly. Becker and staff agreed that annual valve exercising must be a priority, and a plan will be developed to ensure compliance. Additionally, many valves are old, damaged, or beyond repair. Becker recommended creating a prioritized replacement list and incorporating valve replacements into a capital improvement project. Engineering Report Mr. Bologa highlighted ongoing projects, including: Highpoint Church Auto-Flusher: Becker provided Record Drawings (digital copies) to the Authority; one-year warranty runs through October 24, 2025. Rt. 322 Water Main: Becker provided Record Drawings (digital copies) to the Authority. Lincoln Tank: AT&T, Verizon, and T-Mobile agreed to cost-sharing for handrail fabrication/nstalation. Preliminary handrail design completed; on-site meeting with Verizon held on February 24, 2025. Well 2 SRBC Docket Renewal: Renewal application submitted January 11, 2024. SRBC review comments addressed on January 16, 2025. New Source Development: PADEP issued Site Survey & Pre-Drilling Plan Requirements on February 12, 2025. Coordinating development plans with property owner, SRBC, and PADEP. SRBC docket approval scheduled for March 13, 2025; Mountain Home Spring removal requested. Distribution System Hydraulic Modeling: Recent development water lines and system improvements added to the model. Fire hydrant flow/pressure test data compiled; non-residential demands being evaluated. Draft report to be provided to Authority staff for review before submission.
