CALL TO ORDER Mayor Breeden called the meeting to order at 6:00 PM. The City Manager, City Attorney and all Councilmembers were present. Post 3 is currently vacant, Mayor Breeden led the pledge, and the prayer. 2, APPROVAL OF MINUTES (A) Mayor Breeden asked for a motion to approve the minutes from March 18, 2025. Councilmember Sherman made a motion to approve the minutes. Mayor Pro Tem Daughtry seconded the motion. The vote was unanimous. 3. PUBLICI HEARING 4. NEW BUSINESS (A) Mayor Breeden signed a Proclamation congratulating the ministry and congregation of Leesburg Church ofChrist on their 50th Anniversary on April 20, 2025. (B) City Manager Alexander discussed the Georgia Department ofTransportation Local Road Assistance Administration Funding Project grant. Public Works recommended resurfacing Smithville Rd from Leslie Highway to Twelve Oaks Court with an estimated cost of $150,000. The LRA grant is $50,857.44. Councilmember Sherman made a motion to approve the project. Mayor Pro Tem Daughtry seconded the motion. The vote was unanimously approved. (C) City Manager Alexander discussed the need to pass a Resolution entitled the City ofLeesburg Safety Action Plan for the planning grant through the U.S. Department ofTransportation's Safe Streets and Roads for All. Councilmember Powell made a motion to approve the Resolution. Councilmember Baggett seconded the motion. The vote was unanimously approved. 5. CITY MANAGER'S MATTERS (A) The Finance Director Allison discussed the Monthly Financial Report and indicated everything was within the Budget. She also discussed upgrading the QS1 software with the new owners of Springbrook and would require some additional training that would be: required over aj period of 12 to 15 months. (B) The City Manager discussed the current projects and Utilities Director Ferguson discussed the progress ofthe Walnut Building. (C) The City Manager discussed the need to reschedule the May 6, 2025 Council meeting due to a conflict with the Rural Water Association to May 13, 2025. The Council concurred. 6. MATTER (A) Councilmember Powell discussed a Resolution of the City of Leesburg recognizing Georgia Cities Week April 21-26 and Encouraging all Residents to Support the Celebration and Corresponding Activities. Councilmember Powell made a motion to approve the Resolution. Councilmember Baggett seconded the motion. The vote was unanimously approved. OLD] BUSINESS 9. CITY ATTORNEY'S MATTERS 10.
