Mcintosh County Board of Commissioners Regular Monthly Meeting Minutes March 11, 2025 2:00pm A regular meeting of the Mcintosh County Board of Commissioners was held on Tuesday, March 11, 2025 at 2:00pm at the Darien City Hall Meeting room. A. INVOCATION AND PLEDGE Invocation was given by County Attorney Ad Poppell and the Pledge of Allegiance was led by County Manager Patrick Zoucks. B. CALL MEETING TO ORDER Chairperson Karwacki welcomed everyone in attendance and called the meeting to order at 2:00pm. C. ROLL CALL Present: Kate Karwacki, Chairperson; Roger Lotson, Commissioner; Christopher Jarriel, Commissioner, and Henderson Hope, Commissioner. Also, in attendance were County Manager Patrick Zoucks, County Attorney Ad Poppell, Deputy County Manager Shawn Jordan, County Clerk Sherrell Davis, and Deputy County Clerk Amy Hitt. Commissioner Davis Poole was absent. D. APPROVE AGENDA Motion made by Commissioner Hope, seconded by Commissioner Jarriel to approve the March 11, 2025 agenda. Motion carried unanimously. E. APPROVE MINUTES Motion made by Commissioner Lotson, seconded by Commissioner Hope to approve the minutes of the February 11, 2025 Regular Meeting and March 3, 2025 Special Called Meeting. Motion carried unanimously. F. VISITOR PRESENTATIONS 1. Lauryn Gilmer, County Extension Coordinator/4-H Agent = "County Extension Update & Presentation from the Mcintosh County 4-H Program" Amy Spinks and Kat Hoyt gave updates on the county extension and 4-H programs. No action was taken at this time. 2. Robert Brown & Christina Dolan, Goodwyn, Mills and Cawood (GMC) - "Mcintosh County Hazard Mitigation Plan Presentation" Robert Brown from GMC gave a presentation on the Mcintosh County Hazard Mitigation Plan. No action was taken at this time. G. PUBLIC HEARINGS None H. OLD BUSINESS None I. NEW BUSINESS 1. Consider Resolution 2025-5 "Adopting the Mcintosh County Hazard Mitigation Plan" County Manager Zoucks explained the resolution. Motion made by Commissioner Hope, seconded by Commissioner Jarriel to adopt Resolution 2025-5 adopting the Mcintosh County Hazard Mitigation plan. Motion carried unanimously. 2. Consider Lease Agreement with the Coastal Regional Commission for Storage Space County Manager Zoucks explained the lease agreement. Motion made by Commissioner Lotson, seconded by Commissioner Jarriel to approve lease agreement with the Coastal Regional Commissioner for storage space. Motion carried unanimously. 3. Consider Lease Extension Agreement with Kimberly G. Mixon for Overflow Parking at Lion's Club Park County Manager Zoucks explained the agreement. Motion made by Commissioner Lotson, seconded by Commissioner Hope to approve lease extension agreement with Kimberly G. Mixon for overflow parking at Lion's Club Park. Motion carried unanimously. 4. Consider Healthcare Renewal for 2025 Mike Maloy of Lighthouse Benefit Advisors presented recommendations to the board and answered any questions from the commissioners. Motion made by Commissioner Jarriel, seconded by Commissioner Lotson to approve the Base and the Buy up Anthem Plan, Aetna for the Dental, Eyemed for the vision, and Admin America for the FSA and HRA Cobra as presented for 2025. Motion carried unanimously. 5. Consider Application for Rezoning 13.1 Acres by Lawrence & Laurie Wilkes located at 15752 US Highway 17 (Eulonia) Further Referred to as Map and Parcel Number 0048 0010, 0048 0010002, and 0048 0010003. The Current Zoning Classification is C-G (General Commercial) and the Proposed Zoning is PUD (Planned Unit Development). County Manager Zoucks explained the rezone. Motion made by Commissioner Hope, seconded by Commissioner Lotson to approve application for rezoning 13.1 acres by Lawrence & Laurie Wilkes located at 15752 US Highway 17 (Eulonia) further referred to as map and parcel number 0048 0010, 0048 0010002, and 0048 0010003. The current zoning classification is C-G (General Commercial) and the proposed zoning is PUD (Planned Unit Development). Motion carried unanimously. 6. Consider Application for Rezoning 2.0 Acres by Harry B. & Lisa S. Sikes located at 2479 Pine Harbor Road, NE Further Referred to as Map and Parcel Number 0060 0049. The Current Zoning Classification is R-2 (Residential) and the Proposed Zoning is C-G (General Commercial). County Manager Zoucks explained the rezone. Motion made by Commissioner Hope, seconded by Commissioner Jarriel to approve application for rezoning 2.0 acres by Harry B. & Lisa S. Sikes located at 2479 Pine Harbor Road, NE further referred to as map and parcel number 0060 0049.
