Mcintosh County Board of Commissioners Regular Monthly Meeting Minutes February 11, 2025 10:00am A regular meeting of the Mcintosh County Board of Commissioners was held on Tuesday, February 11, 2025, at 10:00am in the David Bluestein Meeting Room located on the 2nd floor of the Darien City Hall building. A. INVOCATION AND PLEDGE Invocation was given by Commissioner Lotson and the Pledge of Allegiance was led by Vice-Chairman Poole. B. CALL MEETING TO ORDER Chairperson Karwacki welcomed everyone in attendance and called the meeting to order at 10:00am. C. ROLL CALL Present: Kate Karwacki, Chairperson; Davis Poole, Vice Chairman; Roger Lotson, Commissioner; Christopher Jarriel, Commissioner, and Henderson Hope, Commissioner. Also, in attendance were Deputy County Manager Shawn Jordan, County Attorney Ad Poppell, and County Clerk Sherrell Davis. D. APPROVE AGENDA Motion made by Commissioner Poole, seconded by Commissioner Hope to approve the February 11, 2025 agenda. Motion carried unanimously. E. APPROVE MINUTES Motion made by Commissioner Hope, seconded by Commissioner Lotson to approve the minutes of the January 14, 2025 Regular Meeting. Motion carried unanimously. F. VISITOR PRESENTATIONS 1. Kat Hoyt, President Darien-Mcintosh Chamber of Commerce - "Tourism Update" Kat Hoyt from the Chamber of Commerce gave the Commissioners an update on the upcoming events and stats on the impact of tourism in the county/city. No action was taken at this time. 2. Mcintosh County Recreation Department - "Spring Sports Update" Jacob Herrin, Recreation Director, went over upcoming events in the rec department and potential revenue from hosting other counties at the park. No action was taken at this time. 3. Alberta Mabry, 701 Franklin Street, Darien, GA - "Update on Senior Services in the County" Alberta Mabry gave an update on the services that are available to the seniors in the county. No action was taken at this time. G. PUBLIC HEARINGS None H. Old Business: None I. NEW BUSINESS 1. Consider Agreement to Conduct Municipal Elections with the City of Darien Deputy County Manager Jordan explained the agreement. Motion made by Commissioner Lotson, seconded by Commissioner Jarriel to approve the agreement to conduct municipal elections with the City of Darien. Motion carried unanimously. 2. Designate 2025 Community Development Block Grant Engineer Deputy County Manager Jordan explained the recommendation. Motion made by Commissioner Poole, seconded by Commissioner Lotson to approve staff's recommendation to use Hofstadter & Associates for engineering services. Motion carried unanimously. 3. Consider Amended Agreement with Hatley Plans, LLC to Produce an Impact Fee Study for Mcintosh County County Attorney Poppell explained the amended agreement with Hatley Plans, LLC. Motion made by Commissioner Jarriel, seconded by Commissioner Lotson to approve the amended agreement with Hatley Plans, LLC to produce an impact fee study of Mcintosh County. Motion carried unanimously. 4. Consider Site Use Agreement with VB-S1 Assets, LLC for the Housing of Public Safety Communication Equipment and Authorize the County Manager to Execute the Agreement Electronically Deputy County Manager Jordan gave information about this agreement. Motion made by Commissioner Poole, seconded by Commissioner Jarriel to approve the site use agreement with VB-S1 Assets, LLC for the housing of public safety communication equipment and authorize the county manager to execute the agreement electronically. Motion carried unanimously. 5. Consider Appointment to the Mcintosh County Tax Assessors Board Chairperson Karwacki explained the appointment. Motion made by Commissioner Poole, seconded by Commissioner Lotson to reappoint Thomas Gore to the Mcintosh County Tax Assessors Board to a 4-year term expiring December 31, 2028. Motion carried unanimously. 6. Consider Approving Surplus Bid Motion made by Commissioner Lotson, seconded by Commissioner Hope to approve the Surplus Bid. Motion carried unanimously. 7. Consider Application for Rezoning 3.50 Acres by Meadow Plantation, LLC located at 1706 Meadows Place Road, SE Further Referred to as Map and Parcel Number 0063 0024. The Current Zoning Classification is R-1 (Residential) and the Proposed Zoning is A-F (Agricultural Forestry). Chairperson Karwacki explained the application. Motion made by Commissioner Poole, seconded by Commissioner Jarriel to approve application for rezoning 3.50 acres by Meadow Plantation, LLC located at 1706 Meadows Place Road, SE further referred to as map and parcel number 0063 0024. The current zoning classification is R-1 (Residential) and the proposed zoning is A-F (Agricultural Forestry). Motion carried unanimously. 8. Consider Resolution 2025-2 "Creating & Activating the Tri 95 Georgia Joint Development Authority" Chairperson Karwacki explained the resolution. Motion made by Commissioner Poole, seconded by Commissioner Hope to adopt Resolution 2025-2 creating and activating the Tri95 Georgia Joint Development Authority. Motion carried unanimously. 9. Consider Resolution 2025-3 "Authorizing a Public Hearing Process to Adop/Ratily/Reaffrm the Zoning Ordinance of Mcintosh County, Georgia and Zoning Map" County Attorney Poppell explained the resolution. Motion made by Commissioner Poole, seconded by Commissioner Jarriel to adopt Resolution 2025-3 authorizing a public hearing process to adopt/ratily/reafirm the zoning ordinance of Mcintosh County, Georgia and zoning map. Motion carried 3-1with Commissioner Lotson opposed. 10. Consider Scheduling a Planning Retreat Motion made by Commissioner Poole, seconded by Commissioner Lotson to schedule a planning retreat on March 26, 2025. Motion carried unanimously. J. EXECUTIVE SESSION Motion made by Commissioner Poole, seconded by Commissioner Jarriel to go into Executive Session to discuss pending litigation. Motion carried unanimously. The Mcintosh County Board of Commissioners met in Executive Session for Approximately 12 minutes. Motion made by Commissioner Lotson, seconded by Commissioner Hope to come out of Executive Session.
