MINUTES CITY OF AMES 304 MARTIN DR. = AMES, TEXAS SPECIAL CITY COUNCIL MEETING MARCH 24, 2025 6:00 PM The City Council for the City of Ames, Texas held a meeting at the Ames City Hall at 6:00 p.m. Mayor Domain called the meeting to order at that time. Mayor Domain conducted the roll call, at this time the members of the City Council who were present were: Councilman Michael Trahan, Councilwoman Elizabeth "Liz" Hardy, and Councilman Eddie White. and. Councilwoman Audrey Harrison and Councilman Alfred Freeman Jr. were absent. Councilman Eddie White led the prayer, and the Pledge of Allegiance was recited. CITIZEN APPREARANCE There were no citizens present. REGULAR AGENDA ITEMS: 1. CONSIDER, AND TAKE POSSIBLE ACTION TO APPROVE PROCUREMENT POLICIES AND PROCEDURES FOR GRANT-FUNDED PROJECTS. Mayor Domain explained that to apply for the grants that the City of Ames is seeking we would need to have a procurement policy in place for grant-funded projects. Traylor and Associates created the procurement policy fori the City of Ames to approve. There was no further discussion. Mayor Domain asked for a motion. A motion was made. All were in favor. CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE FINANCIAL POLICIES AND PROCEDURES FOR GRANT-FUNDED PROJECTS. CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE RESOLUTION NO. 2025-010 AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR THE TEXAS GENERAL LAND OFFICE'S DISASTER RECOVERY REALLOCATION PROGRAM AND COMMITTING MATCHING FUNDS. Councilman Trahan asked for background information on this grant application. Mayor Domain explained that this resolution is giving Traylor and Associated to move forward to the second round of the application for the City of Ames. Based on the Mayor's calculations, the City of Ames would have to match $487,000. We are seeking a grant for $4 million dollars to cover repairs to Martin Street and Berotte. We are also anticipating rehabbing the south side of Baker Subdivision going from asphalt to concrete. We are also asking to make the drainage better. The project will be extended to the Ameswood Subdivision to replace the culverts and to add ditches sO that the water drains away from the subdivision to that big field where it's supposed to drain all the way to the river. Councilwoman Hardy asked if the citizens would be able to vote on moving forward or cancelling the projects. She stated that she has received calls from people upset about wanting to tear up like a subdivision and make it, you know, doing a concrete plan that they did 40 years ago the way that the road was concreted. Mayor Domain stated that she understands some people may be upset about the project. She stated that our job as the mayor and the city council is to do what's best for the community and for the future. She also stated that we would not be doing things like it was done 40 years ago. All the work will be done in sections to make for a smoother process for the citizens. Councilman Trahan asked to see the scope of work for the DRRP Grant. Mayor Domain explained that the engineers should have the scope of work and that she would get a copy of it for him. Councilwoman Hardy asked how the city planned to pay for the match amount of $487,000. Mayor Domain explained that she will seek bonds to help pay for the match. She will have to speak to Marivious about ascertaining the bonds. Councilwoman Hardy asked if the bonds would have to be voted on by the citizens. Mayor Domain stated that yes, the citizens would have to vote on the bonds. Mayor Domain ended the discussion by explaining that we are currently in the first phase of the project, and we have a long way to go before we get approved. There was no further discussion. CONSIDER AND TAKE APPROPRIATE ACTION ON RESOLUTION NO. 2025-011 APPROVING THE 2025 ELECTION SERVICES CONTRACT BETWEEN THE CITY OF AMES AND THE LIBERTY COUNTY ELECTIONS OFFICER FOR THE MAY 03, 2025, ELECTION AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT. Mayor Domain explained that this resolution is to approve the contract for the May 03, 2025 election. There was no further discussion. Mayor Domain asked for a motion. A motion was made. MAYOR'S REPORT We are working on the community garden. We built a couple of boxes back in the back. Mr. Wakefield from Hull-Daisetta High School should have some seeds ready for us to plant soon. The agriculture department started them on Friday. Councilman Trahan asked if there was an update on the Highway 90 expansion project. Mayor Domain explained that she has not received any updates from TXDOT but she would add it to he list of things to find out about. 6. ADJOURNMENT.
