WORKSHOP WORKSHOP ON RELOCATION OPTIONS FOR THE CITY'S DOG PARK DUE TO THE EXPANSION AT THE SPORTSPLEX Parks Director Tony Host presented background information. Public comment was submitted by Denise Hernandez of 201 Fresno Springs, Buda. General discussion was held on the associated costs to relocate the park, moving existing fencing versus purchasing new material, and mitigation measures during the holiday lighting at Stagecoach. In conclusion, City Manager Micah Grau reiterated the Council's desire to explore relocating the park to Stagecoach Park, in which staff will present a follow-up presentation at a future meeting. PRESENTATION RELATED TO REQUEST FOR ASL INTERPRETATION SERVICES AT PUBLIC MEETINGS, ON SOCIAL MEDIA, AND GENERAL PUBLIC EVENTS Assistant to the City Manager Christina Aguilar presented background information. Minutes Page 195 April 1, 2025 Volume 151 General discussion was held on the number of requests reçeived by the public, utilizing the purchasing co-op option to seek a contracted service, and gathering data on the services requested and offered. Public comment was made by Heather Skeen of Buda. City Manager Micah Grau suggested that the Council identify the services that would be more useful for this type of service. REGULAR: AGENDA AWARD TO LANDMARK STRUCTURES FOR IFB #25-134 COLONY ELEVATED STORAGE TANK, AUTHORIZATION FOR THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONSTRUCTION CONTRACT OF $9,670,000.00, AND FURTHER AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE CHANGE ORDER UP TO 2.5% OR $241,750.00 Public Works Director Blake Neffendorf and Purchasing Manager AJ Goodson presented background information. General discussion was held on the contract bid process and efforts made regarding advertising for Historically Underutilized Businesses (HUB) opportunities, specifically the subwork. Further discussion was held on the project cost related to the estimate, specifically comparing estimates from five years ago. Motion, to award and authorize the City Manager to negotiate and execute the contract, as presented, including said change order, was made by Mayor Pro Tem Ture and seconded by Councilmember Davidson. Motion carried unanimously. AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH WALKER PARTNERS FOR THE DESIGN OF REUSE WATERLINE CAPITAL IMPROVEMENT PROJECT (CIP# RW02) IN AN AMOUNT NOT TO EXCEED $380,939.00 Public Works Director Blake Neffendorf and Purchasing Manager AJ Goodson presented background information. General discussion was held on the delivery point in relation to the boundary and the funding reimbursements from the Onion Creek Water Supply company. Motion, to authorize the City Manager to execute, as presented, was made by Councilmember Horne- Williams and seconded by Councilmember Smith. Motion carried unanimously. ADOPTION OF RESOLUTION #2025-R-21 AMENDING THE CITY OF BUDA EMPLOYEE HANDBOOK AND PERSONNEL POLICY MANUAL AUTHORIZING THE RECOMMENDED CHANGES AND UPDATES, INCLUDING THE CITY OF BUDA CORE VALUES Human Resources Director Matthew Wright presented background information.
