City Council Meeting Minutes January 16, 2025 Mayor Paul Gohman called the City Council meeting to order at 6:30 p.m. on January 16, 2025, and established a quorum. In attendance were Clabe F. Webb, David Scott, RA Morris, Zach Davidson, Ricky Royall, Teresa Ballard, and Tara Robinson. Mayor Pro- Tem Mike Bailey was absent. Mayor Paul Gohman led with the pledge of allegiance and prayer. There were no public comments. Monthly Reports Fire Department Report = made one run in December had one meeting. Economic Development - The boards did not meet in December but are meeting January 21, 2025. Depot - EDC 4B has it on their agenda to discuss cleaning inside the Depot to have an open house. Animal/Ordinance/Municipal Code Enforcement = Trapper removed deceased dog from the roadway. The ordinance official contacted residence to ensure municipal Judge court order was being followed. Anthony was able to get two junk basketball goals disposed of. Had go-cart relocated from the street in front of property moved to back of property. Responded to complaint of loud music at a residence. Responded to a complaint about riding dirt bikes. Contact residence to mow grass. Permits - One permit was approved in December for a fence. Regular Agenda Sanitation: David Ratliff with County Waste Services presented a brief overview of their business. Routes run Monday, Tuesday, Thursday, and Friday. Then also for unique events. Wednesdays are set aside to meet with all employees and have trucks get maintenance. Cameras are mounted on all trucks sO if someone calls in that their trash was not picked up, we can look to see what might have happened Zach Davidson asked if we could have curbside more than once a month. Clabe F. Webb asked if you have tire disposal and oil type waste containers. CWS would have a certain amount of Rolloff's in the contract for city use. The city could designate a roll off for tire disposal, Also CWS could put a tote for conservation and recovery materials (used oil) located at the city yard for citizens to use at no charge. We would give the city and fire department all containers at no charge. We would like the chance to be considered if you decide to go out for RFP when it is time to renew the waste management contract. There is nothing that we cannot manage or find a way to take care of the city's needs. Discussion only City Council Meeting Minutes January 16, 2025 Streets Sign: Mason Hoyt discussed with the city council the speeding of vehicles on S. Washington to the nursing home. I am asking if there could be signage to slow the vehicles down. RA Morris asked if we could change the stop signs on Reilly and S. Washington to go the other way. Ricky Royall said yes. Zach Davidson asked if you could put a 4-way at three hundred block Pena's house to vehicles down. Clabe F. Webb said it makes more sense to have it at Reilly and S. Washington. Ricky Royall reported if council approves, we will need public hearing, city council for final approval then posted in newspaper then it would in effect. Clabe F. Webb made the motion to change the stop signs facing east and west on Reilly and S. Washington to be facing north and south to help slow down vehicles, Zach Davidson seconded the motion. Vote: 4/0 motion carried. Streets: Harold McCutchen addressed the city council requesting the railroad street be renamed since we do not have a railroad in Bronte anymore. Being more specific the SE Railroad from South Main St. to the end to South Railroad Street. The McCutchen's have been here in Bronte since the 1880's and has given SO much to the community and he would like to have a street to honor the family. There are other streets named after long time citizens. There is one street for the Cumbie and Jackson family. Mayor Gohman reported the legal description would need to be changed at the post office, UPS, 911, the original street sign project cost $30K. We would need to have a public hearing and petition all residents involved. Clabe F. Webb reported that it is not practical. City Council members discussed Mr. McCutchen's proposal. The council agreed that if the city were to put in a new street, the city council would consider naming the new street after the McCutchen family. David Scott made the motion to deny renaming the SE Railroad from So. Main to the end of So. Railroad, RA Morris seconded the motion. Vote: 4/0 motion carried to deny. Streets: Maintenance on potholes Mayor Gohman reported that the city has a maintenance plan and in the winter the plan is to only repair when it is a safety issue. The plan is to make repairs in the summer to be fixed. We start on one side of town and work all summer as we have time. David Scott expressed concerns about potholes around the post office. If we could at least get this area fixed, I think the residents would be happy. Ricky Royall reported that he and the mayor has talked about the long-term goals to keep working on the roads, but it gets expensive. David Scott asked if the city is going to have to produce a long-term goal and schedule it out for years or if you will not have any streets left in Bronte. Discuss only. City staff will fix the potholes around the post office as soon as weather permits. City Council Meeting Minutes January 16, 2025 Streets: Consider adding five new streetlights to the 100-200 W Main St. downtown area. Ricky Royall went over the proposal explaining why it would be good to have more lighting in the downtown area and while TxDot will have the sidewalks torn up, AEP has agreed to put five more poles for lighting. We will have some construction costs, and the utility bill will increase approximately $60 monthly. Zach Davidson made the motion to approve five new streetlights in the 100-200 blocks of west main street, Clabe F. Webb seconded the motion. Vote: 4/0 motion carried. Finance: 23-24 Worker's Compensation Audit Report = Information only The City Secretary went over the audit. This is information only and no action taken. Election: ConsiderResolution 25-01 Ordering 2025 General Election. David Scott made the motion to approve resolution 25-01 ordering the 2025 general election, RA seconded the motion. Vote: 4/0 motion carried. Property: Consider allowing James Franklin to drill one water well on Molinar property at 333 Sweet Rd Blackwell Tx 79506, South part of survey 472, Abstract 188 Coke County, Texas, and Survey 472, Abstract 6, Nolan County, Texas. The city council members discussed and listed the following provisions and if he accepts the provision then they will accept his request to drill one water well. Provisions: The city approves the location of structures, water well and sewer on the property. The city will monitor the use of water and if it goes over 182,500 gallons per calendar year The city reserves the right to shut the water off for the remainer of the calendar year. The city will need to have access to the meter. Mr. Franklin will cover all attorney fees and any other city expenses relating to the proposed well. Ify you drill your own water well, the raw water tap in place now cannot be utilized. The city will turn off the raw water well. Clabe F. Webb made the motion to approve Mr. Franklin to drill one water well with the provisions stated above; David Scott seconded the motion. Vote: 4/0 motion carried. City Council Meeting Minutes January 16, 2025 Informational Reports Mayor = Closing on the TWDB on February 4, 2025. Frontier Communications will be bringing in fiberoptics to the city. We do not have a start date. Remember when the census in like 2020, they counted 1110 people in this town. They then said we lost 10% of our population. The next year they said we lost an additional 6%. They now claim we have 933 people. I have a meeting set up next week with Congressman August Pfluger next week to launch a formal complaint against the census we want it back to 1110. Utility Director - Nothing to report. City Secretary - Waiting for the audit findings. Tara goes to Election Law Training next week. City Council - Nothing to add.
