City of Bronte Special City Council Meeting December 12, 2024 Mayor Paul Gohman called the Special City Council meeting on December 12, 2024, to order at 6:28 p.m., and a quorum was established. In attendance were Mayor Paul Gohman, Clabe F. Webb, Mike Bailey, RA Morris, David Scott, Ricky Royall, Teresa Ballard, and Tara Robinson. Zach Davidson was absent. Mayor Paul Gohman led with the pledge of allegiance and council member Mayor Pro-Tem Mike Bailey led the prayer. Public comments: James Tidwell addressed the city council member his concerns with street maintenance. Back when he was mayor there was an interlocal agreement with the county and the county would help with the streets. We could do that again. Mr. Tidwell was informed that the city has an interlocal agreement with coke county. Street maintenance will be added to the January agenda. Monthly Reports Fire Department Report November the volunteers did a training exercise control burn. Working on annual inspections and tags for all vehicles. FD went on two fires, one wreck, three standbys. Economic Development Report - No report Depot Report - No report Animal Report/Ordinance/Municipal Report The trapper went to a resident's house and collected a dog that she trapped in her bathroom. The dog was removed. The dog was housed in the city and relocated to Kansas. Code Enforcement Anthony Lopez contacted one resident that needed to mow and resident has complied with ordinance. Contacted four residents regarding removing limbs from their property. Contacted resident that has two dogs not registered with the city and the resident has now complied with city ordinance. Municipal Report - There were no warnings or citations. Permit Report - Zero permits. Regular Agenda David Scott made the motion to approve Resolution 24-12 to execute draft principal forgiveness agreement between City of Bronte and Texas Water Development Board as presented, Clabe F. Webb seconded the motion. Vote: 4/0 motion carried Clabe F. Webb made the motion to approve Texas Bank with fixed interest rate of 2.4%, to hold escrow funds, there was no second to the motion and the motion died. City of Bronte Special City Council Meeting December 12, 2024 David Scott made the motion to rescind the FFIN approval from the October 24th meeting, Mayor Pro-Tem Mike Bailey made the motion to approve for Keystone Bank to hold escrow funds at fixed interest rate 3%, RA Morris seconded the motion. Vote: 3/1 Clabe F. Webb voted against. Motion carried. David Scott made the motion to approve of amending ordinance 24-05 FY 25 Operating Budget, RA Morris seconded the motion. Vote: 4/0 motion carried Clabe F. Webb made the motion to approve the trapper contract with Tim Smith as presented, Mayor Pro-Tem Mike Bailey seconded the motion. Vote: 4/0 motion carried David Scott made the motion to approve the consent agenda to minutes and financials as presented, Clabe F. Webb seconded the motion. Vote: 4/0 motion carried Informational Reports Mayor - TxDot has started the sidewalk project starting at the Bronte health and rehab center. At the commissioner court a new ESD board is appointed. A handout of the new board members was given out. Utility Director - been fixing a couple of leaks. City Secretary = Auditors were here the first week of December. City Council-add Street repair to the next city council's agenda and can we open roping arena. With no further business, the meeting was adjourned at 7:04 pm.
