Municipal Building = 4000 Main Present: Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Pro Tem Winget called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION There was no Executive Session. REÇONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS No action taken. 3. CITIZENS INPUT No Online Input Forms were received. There were no citizens input. 4. WORK SESSION 4A. Discuss proposed contract for the installation of traffic control hardware from Consolidated Traffic Controls, Inc., through a HGACBuy cooperative contract, for a total price not to exceed $4,025,329. Deputy City Manager, Kristoff Bauer, presented this item. There are problems with the current traffic controls. They are not integrated and have poor detection. They are past their support life and are failing. They have limited remote operability. No real-time operational data, with no alerts. They are unreliable radio connectivity. $4.1 million was approved in the 2024 Bond Program to replace the traffic controls systems monitoring and managing major intersections. Mr. Bauer identified 28 existing intersections. Staff recommends purchasing Swarco/Mlovision, They have real-time alerts and video detection with vehicle and pedestrian counts. They have an intersection report card with automatic recovery. It has a pedestrian application and is ADA compliant. Councilmember Reaves asked if there was regional connectivity with surrounding cities to help with traffic flow. There is not. Councilmember Schupp asked if there is a required 24-hour monitoring or does someone have to check in periodically. Mr. Bauer explained that the program has the ability to monitor itself. This is where the alert would come in. Someone would be on-call 24 hours and will be able to receive the alert and adjust accordingly. He also asked about the inflation value of City of Rowlett 10798 $300,000. This is just a bid document; however, it was negotiated to $150,000. Councilmember Britton asked if anyone could pull up the information on the application. As long as there is a license, then it can be pulled up on the application. Councilmember Britton verified that we would have enough licenses. There will be 65 licenses. Deputy Mayor Pro Tem Shinder asked about security. This will be encrypted. Councilmember Reaves asked about grant money. It is unknown. Deputy Mayor Pro Tem Shinder asked about the timeline for the project. Equipment lead time is 6 to 8 months and installation and programming will take 18 to 22 months. The intersections will be staggered. Mayor Pro Tem Winget asked about the annualized fee.. He confirmed that the city is paying fori five years up front for hosting fee. In the future, we will need to budget for at least $3,000 for the hosting and about $1,000 per signal per year. He confirmed that this is a turn-key purchase. 4B. Discuss update regarding Community Development Block Grant (CDBG) 5-Year Plan and of the process to develop and adopt the required CDBG 5-Year Plan. Kristoff Bauer presented this item. Mr. Bauer introduced Jo Carroll, Block Grant Coordinator. Mr. Bauer reviewéd the key characteristics and allowed uses of the CDBG Program. He also reviewed the past five years of city programs. He presented the five-year performance-based plan on how funds will be used to meet City's identified priorities and needs. The next steps are to obtain citizen input and conduct public hearings. Complete data collection and research. Perform housing market analysis. Identify and rate/rank priority needs. Develop draft Consolidated Plan and 2025 Action Plan. Staff will obtain City Council approval in August 2025 and deliver the plan to HUD by August 16, 2025. Councilmember Reaves asked about the funding and how long to spend the money. You have five years from the time you receive the grant to spend the money. The funds are limited to the geographic locations that can be spent. Councilmember Britton asked if a wall that is notmaintained by a HOA, can qualify for the CDBG. Only if it is city owned and is in the geographic location. There is a consensus to continue with the alleys. 4C. Discuss update regarding the Downtown Strategic Plan Implementation. Brittney Farr, Director of Economic and Community Engagement, and Charles Mazarakes, Assistant Director of Economic and Community Engagement, presented this item. There was discussion of the downtown logo. The consensus is to keep a consistent logo with the comments to change the font of Downtown. Regarding lighting, the consensus is to have zig zag and bright and lights being 1 ft. versus 3 ft. apart. It was asked if the seating should be curved or straight. There was no consensus and will engage a designer. There was discussion of the functionality of shading. There was a consensus of a merger of number 5 and 6 of the design options. The entry way monument sign will be arched with no back light with the lettering having a flat look. There will be uplighting for the sign. Regarding the wayfinding signs, there was a majority for palette one. The next steps are to identify a consultant to create two design development packages. Integrate styles and elements chosen by city council. Bring design development packages for public feedback. Bring results of public feedback to city council. Then final city council approval on development package and implementation timeline. 5. DISCUSS CONSENT AGENDA ITEMS FOR MARCH 18, 2025 CITY COUNCIL MEETING.
