REGULAR SESSION MEETING MARCH 24, 2025 Be it remembered on the 24th day of March at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel "Izzy" Carrasco Judge Kirk Frye Commissioner Pct. #1 Charles Wilkins Commissioner Pct. #2 Kenny White Commissioner Pct. #3 Sharon May County Treasurer Susie Spring County Clerk Absent: Casey Russell Commissioner Pct. #4 Also Present: Khasi Campos, PRPC Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Jessica White, Election Administrator Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Consider and Discuss Resolution and Interlocal Agreement for E911 Service and PSAP Equipment Khasi Campos from PRPC presented an agreement between her agency and Parmer County. This agreement is renewed every two years. PRPC needs this agreement in place to continue their funding. PRPC provides 1 and maintains the County's 911 Equipment. They provide the 911 address program and dispatcher training. Commissioner Frye made a motion to approve the Resolution and Interlocal Agreement for E911 Services and PSAP Equipment between Parmer County and Panhandle Regional Planning Commission. Commissioner White seconded the motion and it passed by a majority vote. 5. Approve Minutes from Previous Meeting Upon a motion to approve the minutes from the Regular Meeting on March 10, 2025, by Commissioner White, seconded by Commissioner Frye, the motion passed by a majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for March 18th and 24th, Motion by Commissioner Frye, seconded by Commissioner White to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for March 14, 2025, Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Release of Liability and Assumption of Risk between Parmer County and Cargill Sweet Bran Sweet Bran is donating dirt to Parmer County and requested a release of liability for loading and providing the dirt for use by Parmer County. A Release of Liability was drawn up by the Parmer County Attorney and presented to the Court. Upon a motion by Commissioner Frye, seconded by Judge Carrasco to approve the Release of Liability and Assumption of Risk drafted by the County Attorney, the motion passed with a majority vote. See attached. 9. Consider and Discuss Parmer County Burn Ban Commissioner Frye made a motion to extend the burn ban. Commissioner White seconded and the motion passed with a majority vote. 2 10. Consider and Discuss Intergovernmental Agreement Between Parmer County and Potter County Regarding Housing of Potter County Prisoners in the Parmer County Jail This Agreement is similar to the other agreements between Parmer County and other counties to house their prisoners. See attached. Commissioner Frye mad a motion to approve this Agreement. Commissioner Wilkins seconded and the motion passed with a majority vote. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center The Sheriff reported 15 inmates housed in the Parmer County Jail. Eight of the inmates are from Lubbock County. The Sheriff discussed the department's response to the horrible sand/dirt storm. It involved wrecks with two fatalities. Damages occurred to county barns and vehicles in Precinct 2. With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Wilkins seconded and adjournment was called at 10:41 o'clock AM.
