MINUTES OF CITY OF WHARTON FINANCE COMMITTEE MEETING 120 EAST CANEY STREET WHARTON, TEXAS 77488 Monday, November 25, 2024-6:00 p.m. City Manager Joseph R. Pace declared a meeting ofthe City Council Finance Committee duly open for the transaction of business at 6:00 p.m. Committee Members present: Mayor Tim Barker, Councilmember Larry Pittman, and Councilmember Russell Machann. Committee Members absent: None. City Council Members present: None. Staff members present: City Manager Joseph R. Pace, Assistant to the City Manager Brandi Jimenez, Finance Director Joan Andel, Director of Planning & Development Gwyn Teves, City Secretary Paula Favors, Fire Chief Hector Hernandez, and Public Works Director Roderick Semien. Staff members absent: None. Visitors: None. Public Comments. There were no public comments. The first item on the agenda was to review and consider the minutes from the meeting held on November 12, 2024. Councilmember Russell Machann made a motion to approve the minutes as presented. Councilmember Larry Pittman seconded the motion. All voted in favor. The second item on the agenda was to review and consider a Resolution: A resolution ofthe Wharton City Council authorizing the purchase of a Chevrolet Silverado 2500 for the Wharton Firé Department from Parkway Chevrolet through the Buyboard Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Fire Chief Hector Hernandez stated to the Committee that he had received a quote for the purchase of a Command Unit for the Wharton Fire Department. He stated that the quote was for a Chevrolet Silverado 2500 from Parkway Chevrolet in the amount of$67,392.00. Afters some discussion, Councilmember. Russell Machann made a motion to approve the resolution as presented. Councilmember Larry Pittman seconded the motion. All voted in favor. The third item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council authorizing the City Manager to contract with Barbee Services, Inc. for the installation ofa manual transfer switch and electrical service at the Wharton Civic Center and authorizing the City Manager to execute all documents related to said installation. Finance Director Joan Andel stated to the Committee that she had received quotes for the installation of a manual transfer switch and electrical service at the Wharton Civic Center. She stated that there was no auxiliary power at the Civic Center in the event of electrical disruption. She stated the funds to pay for the transfer switch installation and the electrical services would be from the FEMA Alternate River Project. The quotes were as follows: Barbee Services, Inc. $48,850.00 Branch Construction Group no response Gulf Coast A/C & Electric no response After some discussion, Mayor Tim Barker made a motion to approve the resolution as presented. Councilmember Larry Pittman seconded the motion. All voted in favor. The fourth item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council authorizing the purchase of (2) 2023 John Deere Terrain Cut Commercial Front Mowers for the Public Works Department from Shoppa's Farm Supply, Inc., through the Sourcewell Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase of(2): 2023 John Deere Terrain Cut Commercial Front Mowers from Shoppa's Farm Supply, Inc. He stated that the vendor was a member of the Sourcewell Cooperative Purchasing Program and that the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that the total price ofthe equipment was $71,945.72. After some discussion, Councilmember Larry Pittman made a motion to approve the resolution as presented. The fifth item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council authorizing the purchase of a 2024 Caterpillar CB2.9 Utility Compactor for the Public Works Department from Mustang Caterpillar through the Sourcewell Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase of a 2024 Caterpillar CB2.9 Utility Compactor from Mustang Caterpillar. He stated that the equipment would be replacing the 1990- Ferguson 8-10.5B Roller. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that the total price of the equipment was $60,415.36. After some discussion, Councilmember Larry Pittman made a motion to approve the resolution as presented. The sixth item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council authorizing the purchase of a Caterpillar XQ125 Trailer-Mounted Generator for the Public Works Department from Mustang Caterpillar through the Sourcewell Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase ofa Caterpillar XQ125 Trailer-Mounted Generator from Mustang Caterpillar. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that the total price ofthe equipment was $89,000.00. After some discussion, Councilmember Russell Machann made a motion to approve the resolution as presented. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase of a 2024 John Deere 5120M Utility Tractor and FC15R Flex-Wing Rotary Cutter from Shoppa's Farm Supply, Inc. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that thet total price ofthe equipment was $117,540.34. After some discussion, Mayor Tim Barker made ai motion to approve the resolution as presented. Hydromatic 4" Chopper Submersible Pumps for (2) lift stations in the City of Wharton from Odessa Pumps & Equipment through the Sourcewell Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase of (4) Hydromatic 4" Chopper Submersible Pumps for (2) lift stations in the City of Wharton. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that the total price of the equipment was $56,460.00. After some discussion, Councilmember Larry Pittman made a motion to approve the resolution as presented. The ninth item on the agenda was to review and consider a Resolution: A resolution of the Wharton City Council authorizing the purchase of a 2024 Caterpillar 299D3 Cab Air High Flow Track Skid Steer for the Public Works Department from Mustang Caterpillar through the Sourcewell Cooperative Purchasing Program and authorizing the City Manager to execute all documents related to said purchase. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase ofa 2024 Caterpillar 299D3 Cab Air High Flow Track Skid Steer from Mustang Caterpillar. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. Public Works Director Roderick Semien stated to the Committee that he received a quote for the purchase of a JLG model T500J 50 Towable Manlift from Sunbelt Rentals. He stated that the vendor was a member of Sourcewell Cooperative Purchasing Program, and the equipment would be purchased through the FEMA Alternate River Project Funds. He stated that the total price of the equipment was $60,404.53. After some discussion, Councilmember Russell Machann made a motion to approve the resolution as presented.
