CITY OF SCHULENBURG SCHULENBURG, TX February 10, 2025 The City Council of the City of Schulenburg met in a special meeting on Monday, February 10, 2025, at 3:30 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Alderwoman, Kathy Kleiber, Aldermen, Greg Thomas, Frank Wick III, Roger Moellenberndt, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Projects Manager, Glenn Polasek, Police Chief, Troy Brenek, and City Secretary, Mason Florus. Visitors included Darrell Vyvjala of the Schulenburg Sticker. Mayor Koopmann called role. Mrs. Walker invited City Secretary, Mason Florus, to lead discussion on an Ordinance ordering and providing notice of the General Election for the City of Schulenburg to be held on Saturday, May 3, 2025. Florus stated that this ordinance is required by the state, and states the election date for May 3, establishes the polling place at the Public Library, establishes early voting dates, and election judges. Florus then read the ordinance. Alderwoman Kleiber made a motion, seconded by Alderman Ahlschlager, to accept the ordinance. The motion passed unanimously. Mrs. Walker led discussion on a Contract for Election Services to be provided by the County Elections Administrators Office. Mrs. Walker explained that the City has contracted with the County for multiple years. Florus added that this reiterates the poling place and early voting dates. He also informed Council that price will depend on number of voters and voting machines used. Alderman Moellenberndt made a motion, seconded by Alderman Thomas, to accept the contract. The motion passed unanimously. Mrs. Walker led discussion on approving opening up a new interest-bearing checking account for the GLO Contract #24-065-096-E828 project. Mrs. Walker elaborated that the bank needs a copy of the minutes to open the account. Council would need to grant Mrs. Walker permission to open said account. Mayor Koopmann asked if this account would be closed after the money was depleted. Mrs. Walker answered yes. Alderman Wick made a motion, Seconded by Alderman Thomas, to open the account. The motion passed unanimously. Mrs. Walker led discussion on approving Amendment #1 to the Statement of Financial Goals and Policies. Mrs. Walker explained that there are a few more things that are needed to as the City prepares for the GLO Project kick-off meeting scheduled for Friday, February 14th. This would amend the Financial Goals and Policies previously approved in 2020. Alderman Thomas made a motion, seconded by Alderwoman Kleiber, to accept the amendment. The motion passed unanimously. Mrs. Walker invited Operations Manager, Darryl Moeller, to update Council on the status of the roof on the Boys and Girls Club / Senior Connections Building. Moeller professed to Council that he met with Chad from Leons and the line "looks great. Moeller continued that it's actually common for gas lines to be on top of roofs because if there's a leak the gas disperses into the air and not in the building. As a result, there will be no need to move the line. Construction should take about 2 weeks. Construction is slated to start soon. Alderman Moellenberndt made a motion, seconded by Alderman Wick, to adjourn the meeting at 3:47. The motion passed unanimously.
