CITY OF SCHULENBURG SCHULENBURG, TX March 4, 2025 The City Council of the City of Schulenburg met in regular session on Tuesday, March 4, 2025, at 6:30 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor Pro-Tem, Clarence Ahlschlager, Alderwoman, Kathy Kleiber, Aldermen, Greg Thomas, Frank Wick III, and Roger Moellenberndt, City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, and City Secretary, Mason Florus. Visitors included Darrell Vyvjala of the Schulenburg Sticker, Debbie Preece and Rodney Kalich with the Schulenburg Chamber of Commerce, Mike Ohnheiser, and Ivàn Velasquez. Mayor Pro-Tem Ahlschlager called role. Mason Florus said a prayer over the meeting and its members, and led the Pledge of Allegiance and the Texas Pledge. Alderman Wick made a motion, seconded by Alderman Thomas, to accept Consent Agenda Items A and B. The motion passed unanimously. A. Minutes from the Regular Scheduled Council Meeting held on February 18, 2025 B. Payment of Current Bills Mrs. Walker invited Rodney Kalich to address Council on HOT Funds Request for the Sausagefest. Mr. Kalich pointed to the handouts presented to Council breaking down the expenses to put on the festival. The City budgeted $20,000. However, the Chamber requested $24,000 due to increases in advertising. Alderman Moellenberndt made a motion, seconded by Alderwoman Kleiber, to bestow the Sausagefest the requested $24,000. The motion passed unanimously. Mrs. Walker invited City Secretary, Mason Florus, to present Council with a Notice for General Election for Municipalities = City of Schulenburg. Florus explained to Council that this notice is required by the State. It is a notice announcing the dates, times, and polling location of the upcoming general election. The notice is also in Spanish and once approved and signed by the Mayor, Florus stated that he will post the notice on the City's website and bulletin board. Alderman Wick made a motion, seconded by Alderman Thomas, to approve the notice. The motion passed unanimously. Florus led discussion on an Agreement to Conduct Joint Elections between Schulenburg Independent School District (SISD) and the City of Schulenburg. Florus professed to Council that the state allows political subdivisions to hold joint elections served by common polling places held on the same day and in the same territory. Once the agreement is passed by Council and signed by the Mayor, the City will send the agreement to the School, and then the Elections Administrator. Florus then read the agreement. Alderwoman Kleiber made a motion, seconded by Alderman Moellenberndt, to accept the agreement. The motion passed unanimously. Florus led discussion on Changing the Meeting Date Due to the Period of Official Canvassing of the Election Results. Florus informed Council that the State regulates the period when the City can canvass the results of an election. This year's range is May 6th through May 14th. As a result, Council will have to move the May 5th meeting to stay in compliance with the State. Alderman Moellenberndt made a motion, seconded by Alderman Wick, to move the first meeting in May to Tuesday, May 6h, at 6:30 in the Council Chamber. The motion passed unanimously. Chief Brenek's Police Department/Code Enforcement, Library Director, Thadious Polasek's, and Fire Marshal, Steve Strickland's reports were included in Council's Packets. Operations Manager, Darryl Moeller, reported the following to Council: Electric Department hooked up the power to the Civic Center, installed new poles on Paulus, did tree trimming, and met with several potential customers opening new business. Water Department installed new meters at the County Barn Office and Warehouse, installed a new meter at SISD, helped with the installation of their 2-inch line, and replaced PRV valves. The Mechanic worked on the garbage truck, digger truck, and serviced all the lawnmowers. Sewer Department replaced a discharge line at the Boneyard Lift Station, installed a bubbler at Dollar General Lift Station, and mowed the plants. Garbage Department hauled 9 compactors, 9 open tops, and 5 boxes of sludge. Street Department replaced a shaft at Kallus Sewer Plant, poured the sidewalk at the Civic Center, repaired roads after water leaks at 622 Anderson and 1010 Kessler. Moeller wanted to thank Darren Redding and Jason Strickland in the Water Department for putting on a chlorine safety refresher class for the guys. City Administrator, Tami Walker, reported the following to Council: Working with Mason on election and preparing for him to be out on paternity leave Julie should come back in 2 weeks Sending files to the auditor Johnnie will come in tomorrow and Thursday Mrs. Walker then updated Council on the Civic Center. She stated that her, Darryl, and Glenn Polasek have been meeting with the contractor to find a 20-ton AC Unit. The unit is 16-18 weeks out. The builder wanted to use a brand that is not compatible to local retailers. Mrs. Walker stated that its not fair to local companies to have a unit that they can't service. As a result, a temporary unit will be installed as the City waits on the Carrier Unit to arrive. Expanding on the Civic Center, Mrs. Walker continued stating today the beadboard was put up along the walls, concrete poured for the sidewalk, and two pecan trees were cut down to clean up the area and prevent debris from getting into the gutters. Lastly, the fans were installed today and a stain color for the floor was chosen. Mrs. Walker gave an update on City Hall. She elaborated that Forensix came back with three contractors' bids to remove the metal and marble off the exterior of City Hall. The bids were $294,000, $92,792, and $35,850. Mrs. Walker said that Chris with Forensix had some additional questions and the low bidder assured that once the exterior is removed, the building will be waterproof. The contractor requires a down payment of 1/3 of the total bill. As a result, Kenny will cut a check for $11,950. The contractor will begin removing the exterior next Tuesday, March 11th. Alderman Wick commended Operations Manager, Darryl Moeller, for helping with the water leaks. He said it's great that he's not just a supervisor but will also get in the hole and help the guys. Alderman Moellenberndt asked if the Civic Center will still be on track to be complete on time. Mrs. Walker answered that because of the fire alarm, 10 days were added. However, the project should still be completely done by the end of March. Alderman Wick made a motion, seconded by Alderman Moellenberndt, to adjourn the meeting at 6:53. The motion passed unanimously.
