ROLL CALL. AND CALL TO ORDER BY MAYOR HOUSTON AT 6:04 PM. City Council Present: William Houston, Mayor Justin Medenwaldt, Place 1 (Absent) Robert Weeks, Place 2 Curtis Jones, Place 3 Danny Webster, Place 4 Mary Sarver, Mayor Pro-Tem City Administration Present: Katherine Reading, City Manager Shannon Pruitt, City Secretary (Absent) Carolyn Jones, Community Outreach Coordinator 2. Invocation was led by Mayor Houston. 3. Pledge ofAllegiance to the U.S.A. Flag and Texas Pledge was led by Mayor Houston. 4. PUBLIC COMMENTS: Nita Redmon, Pop and Gran's Antique 's Store, Downtown is too fast, dangerous, too scary. Big trucks cut corners, they come up all the way onto the sidewalks. Merchants, shop owners, and the people in the downtown retail locations are requesting a speed limit reduction, for the safety and the environment ofour small town downtown Grandview. Due to the large trucks, they are loud and they have blind spots. Preserve our downtown atmosphere, we do not want afatality. Please lower the speed limit, possibly to 20 mph on all 4 (four) ways. Ifthis needs to be in the form ofa petition, Nita Redon will provide one. Council member Webster has brought this up in the last two council meetings to have TXDOT come out to complete a survey on the roads coming in. Ifthe study comes back, it can go higher; and we will have to go higher with it. The city has no say in it. 5. PRESENTATIONS, COMMENDATIONS AND ANNOUNCEMENIS: A. Employee Recognition for Years of Service with the City of Grandview. Rylee Hockemeyer - 1 Year ofservice with the Cify ofGrandview. Rylee came on as the Permit Coordinator: She is not limited to just being a Permit Coordinator: Rylee assists with other departments. Rylee has been a great addition. 6. REPORTS AND PRESENTATIONS: A. Receive monthly municipal reports (City Manager). Project updates include department updates, permitting, finance, events, boards, project updates, and other items relating to municipal operations. Red Brick Project: Phase 1 oft the Red Brick Road project, which involved the extension ofthe water main south from Main Street, has been completed. Recently, staff met with Mr. Clark and the plumber to. finalize the placement of water lines on Mr. Clark's property to facilitate meter relocation. Additionally, a meeting was held with HSE (engineers) to evaluate different approaches for Phase 2,focusing on the installation ofvalves to reroute water from E. Criner. Phase one is completed We've been able to extend the water main from Main Street down into the easement on Mr: Waldrop's/ David's property. Next phase, we will be relocating M:: Clark's meters from the south side to the north side. Line locates. Cutting ofthe valves, we must cut the valves on Ist Street, 3rd Street, and 4th Street. Green Ribbon Project: The Green Ribbon Project's bid items are being. finalized and assigned a CSJ number (0712-02-020), with the project needing to go out for bid. As this is a state-let project, TXDOT will handle the bidding process. Staff will update the City Council once the letting dates arej finalized. Additionally, the landscaping agreement, for the project was sent to TXDOT on February 10, 2025. Landscaping Agreement that was sent to TxDOT, has been completed. Waitingfor TXDOT to Let the project. Page 2 of 16 Regular City Council Meeting Minutes, March 3, 2025 City Park Grant: For the City Park grant project, items such as park benches, bike racks, and tables have been ordered and assembled. Cunningham Recreation is expected to begin installation in mid-March, with a projected completion time of8-10 days. Meanwhile, staff is focusing on completing other remaining items, including the multi-sport complex and bench installation, with the goal of completing all work before the Easter event. Benches, bike racks, and tables ordered and delivered, moving on placement. Cunningham Recreation is to begin the pour & play surfacing on March 20th through the 24th. Estimated completion time of8 - 10 days. April 30, 2025, time cap. Public Works will begin pouring concrete for benches and tables. Concrete splashpad quote tofill in the rest ofthe splashpad with concrete came in for $50,000, just for the concrete. Not within our budget. Mayor Pro-Tem Sarver: No benefit to pour concrete at the same time? Katherine Reading, City Manager: No, it is too much, $80,000 - $90,000 was total quote. City Park Bathroom: The City Park Bathroom project has received permit approval, and the contractor is finalizing the project specifics, including the installation of concrete around the bathroom. Staffi is currently awaiting thefinal cost details before moving. forward. With the permit approval in place, the contract is expected to be executed, and construction will commence in March. Meeting with Mr: Corbin March 4, 2025, to finalize the contract. Public Works Department had dirt delivered and completed. City. Park Kard, 101 W. Knight ST: A meeting was held with Paul Putman ofPutman Construction to review the demolition site at 101 W. Knight Street. The scope ofwork includes excavating the yards, removing concrete, and transferring red bricks and other materials to the Public Works Kard. Demolition work will be conducted during City Hall hours to allow staff to respond if needed, while hauling may occur on weekends. The contract will be finalized, and work is scheduled to begin next week. He cannot work during the weekend, and he cannot work after hours. We need staff to be able to be available during the time that he's working. He is authorized to go ahead and haul off on the weekend ifhe wanted to haul only, we are. keeping thè fence up there sO that ifhe does keep his equipment in the area it would be secured. EDC Status Report: Staffis working on EDC website and itemizing different pages. Tentative launch date is Spring of2025. Street Signs: Street signs materials have finally arrived, and the necessary software is being set up to begin replacing outdated signs across the city. Equipment purchased, for making the signs. Software training. for the staff began last week. Most items have arrived. City Stage: City Council approvedfor staff to conduct a Request For Proposals (RFP) ifthe City Park Stage comes in higher than $50,000. Waiting. for a quote. Development Services: One amended plat that we need to address, Vista Point Phase Two. We have afinal plat that's on the consent agenda for today. One tentative zoning change and one tentative ZBA. January our loss percentage was 1.87. February our water loss was 6.79. We're at 12 percent of our HUP. Deliberate and provide staff direction on amending Chapter 8, Article II, Section 8-21, to allow chickens/hens in residential zoning districts and recommend guidelines for their regulation. Planning and Zoning discussion: Chickens should be allowed in the city limits. No more than four chickens allowed. A coop is to be required, and that coop needs to be 10'from the home, 25'from any other occupied building. So,from the home it doesn't have to be 25, but from the home 10', and then 25'from any other occupied building. Maximum six feet in height. Did not want to do a prohibition selling the eggs. No roosters. No exemptions. City Council discussion: We will need to get a definition of what a chicken run is and then bring it back to the Council. Make exempt for Ag and FFA because there are a lot of students that do chicken projects. Personal rights for the citizens within the City Limits. No vote on this item, discussion only. Council Member Weeks was thinking about landscaping. Grey water and car washing. Car washing is a huge waste ofwater: In speaking with developers, we should recommend a list oflandscaping that promotes nature, native plants, and low water nature plants. Council Member Weeks got in touch with Texas A&M, their. AgriLight extension. They're going to send him a recommended package. The list can be handed out to developers as they build out. Mayor Pro-Tem Sarver: NCP College Board also has protocols for plants, like Texas Native Plants. This would be a Landscaping Ordinance in place for new development. Put together options to consider what a Landscape Ordinance may look like. We don't have a code against people collecting rainwater in rain barrels? No 7. CONSENT AGENDA: A. We were not able to find any ordinances specifically that prohibit PFAS in terms ofland application nor were we able to find any ordinance that regulated sludge in general. We will provide them with a phone number. for ease ofaccess for them to contact TCEQ ifthey have a complaint. Council Member Jones asked if PFAS is strictly from the use ofthese sewer selections. Page 13 of 16 Regular City Council Meeting Minutes, March 3, 2025 No, the issue is that PFAS in general exists whether that be by. shampoo, makeup or Scotchgard. It all gets washed off and all ofthe water goes to the same place, which is the sewer plant. This ordinance only applies to sewer. sludge. John Wood, resident ofthe area around the city, spoke to the Council. The smell ofsewer sludge permeates his land about 40 days a year: There may be a product out there, the only one he found, is guaranteed safe. Mayor Houston, we're not banning any biosolids, just saying that ifyou're going to use biosolids sludge in the CityoGrandview, you will have every load tested and permitted. It can prove there's no PFAS. Mayor Houston opened the Public Hearing at 7:15 PM. Mayor Houston closed the Public Hearing at 7:28 PM. Mayor Pro-Tem Sarver made a motion to approve Ordinance 025-03031, as presented. Council Member Weeks seconded the motion. Motion carried - all ayes. 9. GENERAL GOVERNMENT: Presented by: Katherine Reading, City Manager A. Discuss and consider action on Grandview Bank's facade grant application in the amount not to exceed $5,000 for enhancing the exterior of its building located at 105 E. Criner. To also include a Zebra mural on the East wall, centered between the two ramps. This would conclude the 4B funding, for this FY Council Member Webster moved to approve. facade grant application in an amount not to exceed 85,000 to the Bank ofGrandview. Mayor Pro-Tem Sarver seconded the motion. Motion carried - all ayes B. Discuss and consider action to promote. the public marketing goals for the City of Grandview and the Economic Development Type A Corporation, in collaboration with the Grandview Youth Association. This includes discussion and terms regarding the display of marketing materials and funding not to exceed $15,000 from the Economic Development Type A Corporation fund. Council Member Weeks moved to approve marketing. funds for EDC Type A in an amount not to exceed $15,000. Mayor Pro-Tem Sarver seconded the motion. Motion carried - all ayes. C. Discuss and consider action amending Resolution R24-09093 amending 'July 4th' event to 'Celebrate Freedom' and moving event from July 4, 2025, to June 28, 2025, as requested by the Greater Grandview Chamber of Commerce. Presented by: Katherine Reading, City Manager. The Resolution was approved in September 2024. The Chamber ofCommerce would like to amend its Resolution to moye the July 4, 2025, event to June 28, 2025, and combine it with Zebra Dash. This is similar to what is done with the Christmas Event. Having it one week prior to maximize participation, the Boardfelt that many would be out oftown. EDC Participation in this event is $4,000. Amy Samuels was in attendance to answer any questions. This is a. July 4th event, but on a different day. This way it is not competing with other events. Better attendance at the event if date is changed. We are not changing the name; we are approving because the Resolution says we are paying. for an event on July 4th. AIl we are doing is changing the Resolution to say we are going to pay) for this event to be held on June 28, 2025, instead ofJuly 4, 2025. No specific line item for $4,000.
