CITYOF EMORY MINUTES FOR THE REGULAR CITY COUNCIL MEETING HELD ON MARCH 11, 2025 The City Council of Emory met on the 11th day of March 2025 at 7:00 pm for a Regular City Council Meeting with the: following members present: Mayor Earl Hill III, Mayor ProTem Blake Cooper, Lori Honeycutt, Jannie Stephens, Jacob Roan and Travis Potts. Others present, Allen Jones, Denine Malone and Kevin Dutton with Linebarger Goggan Blair & Simpson, City. Administrator Thad Chambers, Director of Finance Samantha Gibby, Chief of Police Tom Parsons, and City Secretary Donna Raper. Meeting called order by Mayor Earl Hill III 7:00 pm Invocation and Pledges given by. Jannie Stephens and Mayor Earl Hill III. Presentation = Kevin Dutton with Linebarger Goggan Blair & Sampson spoke to the council concerning delinquent property tax collection in the city. Mr. Dutton explained how the process works and when the firm can step in and take over the collections oft the delinquent taxes. Consent Agenda A. & B. Motion made by Blake Cooper, seconded by Lori Honeycutt to approve the minutes from the February 11, 2025, City Council Meeting, and the payment oft the bills. Motion carried unanimously. Items for Consideration and/ or Action A. Departmental Updates: City. Administrator Thad Chambers gave an update on the road bore at Kim's. Chambers stated that two of the fig trees that were located at the police department have been transplanted in the city park. Chambers also stated that notices will be sent out to the owners of the donation boxes that have been set out at different locations in the city. The council discussed their concerns about flags at different businesses locations that could be distracting for drivers. Tom Parsons Chief of Police gave the council an update on reports for Police Department (Best Practices), Chief Parson stated that he will be taking an 8-hour class on Best Practices at the end of the month. Chief Parsons also stated he is in a 40-hour alert shooter instructor course this week. The council was informed that (TRWA) Texas Rural Water Association will be hosting training on confined spaces at the Emergency Center in April. Justin Keyes has received his Cwastewater) license. B. Motion made by Blake Cooper seconded by. Jacob Roan to accept Mike Wards Accounting & Financial Consulting, PLLC engagement letter. Motion carried unanimously. C. Motion made by Lori Honeycut seconded by. Jannie Stephens to accept the Racial Profiling Report from the Emory Police Department. Motion carried unanimously. D. The City Council discussed outdoor burning. (No action item). E. The City Council discussed May 3, 2025, the General Election. (No action item). MARCH 11, 2025 1 EXECUTIVE SESSION Motion made by Lori Honeycutt, seconded by Blake Cooper to go into executive session under section 551.074 Personnel Matter 8:25 pm. Motion carried unanimously. Motion made by Jannie Stephens seconded by Lori Honeycut to come out of executive session at 8:45 am. A. No action taken in Executive Session.
