MINUTES OF THE CITY COMMISSION OF THE CITY OF DUMAS, TEXAS REGULAR MEETING TUESDAY, APRIL 1, 2025 CALL TO ORDER: Mayor Brinkmann at 11:30 A.M. Sims Mayor Pro Tem Justin Willis Commissioner STAFF PRESENT: Bryan Guymon City Attorney Mark Hall City Manager Bethanie Kemp City Secretary Mike Shockey Fire Chief Clayton Williams Police Lieutenant Isidro Renteria Public Works Director Jose Escamilla Director of Street Services Shannon Wallace Finance Director Rick Pippins Police Chief Monica Trevino Director ofl Human Resources Javier Pena Building Official Tom Carter Director of Park Services OTHERS PRESENT: Brandon Cox NEWS MEDIA PRESENT: John Key Mayor Brinkmann conducts a role call for the record, stating Commissioner Place One, Tommy Brooks, Commissioner Place Two, Justin Willis, Commissioner Place Three, Mike Barr, Mayor, Bob Brinkmann, Finance Director, Shannon Wallace, City Manager, Mark Hall, and City Secretary, Bethanie Kemp are all present for the meeting. Commissioner Place Four, Pat Sims, was not present during the role call portion of the meeting but did come in later on during the meeting. A motion was made by Commissioner Brooks, seconded by Commissioner Willis, and passed unanimously to approve the 03/18/2025 Regular City Commission Meeting Minutes, as presented. A motion was made by Commissioner Barr, seconded by Commissioner Brooks, and passed unanimously to approve the Consent Agenda, as presented, with the following items: Bills to be paid. Mayor Brinkmann opened the Formal Session Director of Streets Services, Jose Escamilla, lets the Commission know that there was a bid that was posted, as well as six companies contacted, in order to get al bid for seal coat He explains that only one ofthe companies responded with a bid, This company is. J. Lee aggregate. Inc. with a bid of $57.00/ton delivered to Dumas. A motion was made by Commissioner Milligan, seconded by Commissioner Willis, and passed unanimously to approve the bid for seal Barr, coat aggregate to J. Lee Milligan, Inc, as presented. City Manager, Mark Hall, compliments the response of emergency staff during the Sunray grain elevator emergency. He goes on to tell the Commission that the city staff cleaned up the JBS baseball fields to get everything ready for opening day. He sates that any park in the future needing any care will get that care by city staff. Commissioner Brooks concurs with City Manager, Mark Hall, on the response to the emergency situation in Sunray over the weekend. He updates the Commission on the state of the emergency today, stating that the property has been turned back over to the property with one street in Sunray being left closed for the present moment. He goes on to say that there owners, is some work that needs to be done to the grain elevator before it can be deemed suitable for work. Commissioner Willis commends city staff on their work cleaning up the JBS baseball fields. Commissioner Barr also commends city staff on their work cleaning up the JBS baseball fields. Mayor Pro Tem Sims lets the Commission know that he is still working on the long-range water plan. Mayor Brinkmann commends the citizens ofl Dumas as well as city staff on the situation in Sunray as well as hearing great things that city employees are doing daily. He states he is very proud ofthe city. Mayor Brinkmann convened into Executive Session at 11:44 a.m. in accordance with Texas Government Code, Section 551.071 - Consultation with Attorney. Mayor Brinkmann reconvened into Open Session at 12:36 p.m, There were no decisions made. There being no further business on the agenda, the meeting was adjourned by Mayor Brinkmann.
