Belton City Council Meeting March 11, 2025 = 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson, Daniel Bucher, Stephanie O'Banion and Dave Covington. Staff present included Sam Listi, John Messer, Mike Rodgers, Amy Casey, Chris Brown, Larry Berg, Daniel Aguirre, Jon Fontenot, Aric Henkelman, Bob van Til, Kim Kroll, Megan Odiorne, Judy Garrett, James Grant, Cynthia Hernandez, Scott Hodde, Tina Moore, Joe Dyer and Amanda Cox. The Pledge of Allegiance to the U.S. Flag was led by Mayor Pro Tem John R. Holmes, Sr. The Pledge of Allegiance to the Texas Flag was led by Chief of Police Larry Berg. The Invocation was given by Councimember Dave Covington. 1. Call to order. Mayor Leigh called the meeting to order at 5:32 p.m. 2. Public Comments. There were no public comments. (Audio 1:29) Consent Agenda Items 3-4 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. (Audio 1:48) 3. Consider minutes of the February 25, 2025, City Council meeting. 4. Consider an amendment to the Memorandum of Understanding (MOU) between the City of Belton and the Belton Area Citizens for Seniors, Inc. (BASC, Inc.), regarding Senior Center Renovations. Upon a motion by Mayor Pro Tem Holmes and a second by Councilmember Pearson, Consent Agenda Items 3-4 were unanimously approved upon a vote of 7-0. Regular Agenda 5. Hold a public hearing on the issuance of City of Belton, Texas, Combination Tax and Limited Revenue Certificates of Obligation, Series 2025, in a maximum principal amount not to exceed $17,700,000. Receive a presentation and consider authorizing the Building/Life Safety Grant Program. (Audio 6:39) Director of Planning Bob van Til presented this item. Upon a motion by Councilmember Covington and a second by Councimember O'Banion, authorization of the Building/Life Safety Grant Program was postponed to a future meeting upon a vote of 7-0. 7. Consider authorizing the BEDC Executive Director to execute an amended real estate contract and related documents for the acquisition and purchase of approximately 62 acres from Jay Lovorn. (Audio 27:07) BEDC Executive Director Cynthia Hernandez presented this item. Upon a motion by Councilmember O'Banion and a second by Councimember Pearson, the purchase of approximately 62 acres from Jay Lovorn was unanimously approved upon a vote of 7-0. 8. Consider authorizing the BEDC Executive Director to execute an amended real estate contract and related documents for the acquisition and purchase of approximately 165 acres from Janet L. Rand. (Audio 41:08) BEDC Executive Director Cynthia Hernandez presented this item. Upon a motion by Councilmember Bucher and a second by Councilmember Carpenter, the purchase of approximately 165 acres from Janet L. Rand was unanimously approved upon a vote of 7-0.
