STATE OF TEXAS S COUNTY OF TARRANT S CITY OF BEDFORD S The Bedford Parks and Recreation Board met on March 6, 2025. The following Board members were present: Ms. Heather Lopez Velarde, Ms. Rocio Reece, Mr. Alton Stockton, Mr. Terry Lewis, Mr. Terry Hair, and Ms. Marguerite Allen. Mr. Mark Long, Mr. Hunter Hardeman and Mr. Don Henderson from the City of Bedford team were also in attendance as was Mr. Rich Steves from Bedford City Council. CALL TO ORDER Ms. Heather Lopez Velarde, Chairperson, called the meeting to order at 6:32 pm. PUBLIC COMMENTS There were no public comments. APPROVAL OF MINUTES Mr. Alton Stockton motioned to approve the minutes from February 6, 2025, as presented. The motion was seconded by Mr. Terry Hair and approved unanimously. NEW BUSINESS 1. Council and staff updates Councimember Rich Steves shared that the City Council provided the go-ahead to Midway Development Company to move forward with plans for Bedford Commons. A memorandum of understanding (MOU) was in progress. Councimember Steves shared that the annual Polar Plunge would take place at the Bedford Center YMCA over the weekend. Mr. Hunter Hardeman shared that the Holi Festival of Color would take place on Saturday (weather permitting) from 11:30 am until 2:00 pm at Generations Park, the seniors would be taking a trip to Winstar the following Monday, and the Family Campout would take place on Friday, March 21st. Mr. Mark Long shared that the Senior Center was officially open and very busy. He added that an irrigation system would be installed at the Senior Center and that the Parks Department was working with the Public Works Department to install the ADA access points along Cummings. He also noted that the parks were receiving large mounds of engineered wood fiber to prepare the parks as kids returned to the parks for the spring. Mr. Long shared that the Council had approved the professional services agreement for the Beats and Eats festival, with meetings beginning in April. Mr. Don Henderson shared that the community favorite, Crud Cruiser, would be back on March 15th. 2. Capital Improvement Plan (CIP) update Mr. Long presented. He praised Mr. Henderson for all his incredible work in the parks SO far and that much of the CIP had come from Mr. Henderson before being brought to Council. He reminded the Board that the shade structures had been moved to Year 1 per Council's request. Mr. Long shared that several projects had been completed, including concrete borders around the playgrounds as well as new bleachers, concrete pads, and LED lighting at the soccer fields at Stormie Jones. Mr. Long commended Mr. Henderson and his team for their work. About $700,000 in improvements were currently pending. Mr. Long explained that the CIP was fully funded. Ms. Rocio asked about ongoing maintenance costs. Mr. Long stated that ongoing maintenance would be covered in the annual budget separate from the CIP. Mr. Hair asked if the budget was final, and Mr. Long confirmed that everything had been approved by Council. 3. Update on Veteran's Memorial rendering Mr. Long presented. He shared that the City had engaged MHS out of Tyler, TX to do some design work for the Veteran's Memorial. The Veteran's Memorial would be located at Harris Ryals, close to the Senior Center. Harris Ryals was an employee of the City of Bedford and fought in WWII, Korea, and Vietnam. Councilmember Steves shared some of the rich history of several of the plaques that would be placed at the Memorial. The hope was that it would be completed by Veterans' Day this year. OLD BUSINESS 4. Update on shade structures at Stormie Jones Park and Harris Ryals Park Mr. Long presented. He walked through several of the shade structures that would be installed pending approval from the Council. The total cost was anticipated to be around $227,000 and would include quality design, products, and installation at Stormie Jones and Harris Ryals. Central Park shade structures would be brought forward in the coming meetings. REPORTS 5. Discuss individual park assignments a. Bedford Trails Linear Park - Looks good. b. Senior Center - Beautiful facility and everyone should visit. C NEXT MEETING 6. The next scheduled meeting of the Parks and Recreation Advisory Board will be on April 3, 2025.
