(817) 441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, March 20, 2025, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider the following agenda: I. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. II. Pledge of Allegance/Invocation of Prayer. Council Member Brandon Thompson led the pledge and Council Member Danny Coffman gave the invocation. III. Roll call/Quorum check. A quorum check revealed that Mayor Roberts and Council Members, Jim Causey, Kent Stasey, Danny Coffman, Shane Mudge and Brandon Thompson were all present. Also present was Jamee Long, City ecretay/Adminstrator. IV. Public Comments: There were no public comments. V. Consent Items: Reports from City Staff and Commission or Committees: a. Consider the approval of Minutes from the Regular City Council Meeting on February 20, 2025 and Special City Council Meeting on February 24, 2025. b. Public Works Report. C. Financial Report. Council Member Coffman moved to accept the consent items, Council Member Stasey seconded the motion, with all aye. Mayor Roberts stated that there were 93 leak notifications in February, possibly due to customers dripping their faucets during freezing temperatures. Motion passed unanimously. VI. New Business: a. Presentation by Parker County Master Gardeners on drought tolerant plants and landscapes. Master Gardener, Gay Larson, presented a Power Point presentation on Drought Tolerant Landscaping. A citizen asked if the presentation would be online. Mayor Roberts stated that the Town's meeting recordings are on the Town's website SO this presentation can be viewed anytime via the Town's website. Ms. Long passed out a list of drought tolerant plants that Gay supplied. Gay discussed the USDA's plant hardiness zone map and native plantings. She discussed adapted plants that have been introduced to Texas landscapes through the horticulture industry. She reminded everyone to consider all of the seasons in 1 Texas when planning your landscape. Gay discussed the Master Gardeners' Annual Plant Sale that is scheduled for April 12 from 8:00 a.m. until 1:00 p.m. in Weatherford. She discussed some helpful websites regarding Texas landscaping. Master Gardeners, Ellen Woodward and Janet Marsh, discussed their favorite drought tolerant plants. Master Gardener, Faye Jett, donated a White Muhly Grass plant which was raffled at the meeting and the winner was Council Member, Shane Mudge. Gay discussed the process for becoming a Parker County Master Gardener. Mayor Roberts thanked the master gardeners for their informative presentation. b. Discussion and Action: Consider Ordinance No. 237 cancelling the May 3, 2025 general election for Mayor and Places 3 and 5 oft the Town Council. Council Member Coffman moved to approve Ordinance No. 237 cancelling the May 3, 2025 general election for Mayor and Places 3 and 5 of the Town Council, Council Member Mudge seconded the motion. Motion passed unanimously. C. Discussion and Action: Consider a resolution authorizing the disposal of surplus property (30+ year old inoperable Caterpillar generator). Ms. Long stated that a new generator has been installed at Water Plant 2. She stated that the old Caterpillar generator is inoperable and is over 30 years old, SO it needs to be sold as surplus. Council Member Mudge asked about the auction process. Ms. Long stated that the generator would be listed with an auction company. The company would come and take pics of the generator and bidders would need to make an appointment to view the generator at its current location. She stated that she is in the process of possibly getting the generator moved to the road material storage pad. She stated that there is also a rusted propane tank that will need to be removed. Council Member Coffman moved to approve a resolution authorizing the disposal of a 30+ year old inoperable Caterpillar generator, Council Member Causey seconded the motion. Motion passed unanimously. d. Announced winner of children's book contest. This month's book, Caps for Sale and More Caps for Sale, was won by the residents of 166 Lakeview. Vil. Old Business: a. Discussion and Action: Consider an ordinance amending the Drought Contingency Plan. Council Member Causey moved to open this item for discussion, Council Member Coffman seconded the motion. Council Member Causey discussed possible scenarios regarding a surcharge when we are in certain stages of water restrictions. He stated that implementing the surcharge would require data collected in the water billing software to be transferred to a spreadsheet to calculate the surcharge. The calculated surcharge would then be entered into the water billing software. Discussion regarding when the surcharge would be applied to the water bill. Mayor Roberts requested that water customers be informed about Stage 1 beginning on May 1 and requested this information be added to the March and April water bilis. Mayor Roberts discussed signs regarding the various stages being placed around Town to keep water customers informed. Council Member Stasey discussed the possibilities of going into and out of restrictions within the same month and howt this would be calculated. Council Member Coffman stated that water customers did not need a surcharge for the entire month if only a portion of the month was in restrictions. Council Member Stasey stated that this will be calculated in the spreadsheet. Council Member Causey confirmed that this could be easily calculated. Ms. Long discussed the billing process each month. Mayor Roberts stated that a "dry run" needs to be performed to verify the process. Council Member Stasey discussed the issues with the amount of residents' properties being irrigated. He stated that change needs to be made regarding the amount of irrigatable space. Council Member Causey discussed the changes that need to be made with the Drought Contingency Plan and stated that this needs to be completed by the next City Council meeting. Mayor Roberts stated that there will not be a penalty during Stage 1 since it is voluntary. Discussion regarding the penalty for Stage 2 violations being 50%, Stage 3 violations being 100% and Stage 4 violations being 150%, instead of the 10% that is currently in the Drought Contingency Plan. Council Member Causey stated that formulas can be entered into a spreadsheet to calculate the surcharge. He stated that he will work with Ms. Long to build the spreadsheet. Council Member Causey moved to table this item until the April 17, 2025 regular City Council meeting, Council Member Coffman seconded the motion. Motion passed unanimously. 2 VIII. Items of Community Interest. Mayor Roberts thanked Gay for her presentation. She reminded everyone about the new water conservation information that Diana has recently added to the Town's website. Mayor Roberts announced Council Member Stasey's recent birthday. Council Member Stasey discussed social security fraud and encouraged citizens to validate their information with the Social Security Administration. He also discussed the Medal of Honor Museum in Arlington and encouraged everyone to make plans to visit. Council Member Thompson stated that the Rangers' opening day is March 27. He also stated that Aledo FFA will be having a corn hole tournament on April 7. Mayor Roberts stated that the Parker County Aggie Moms are having a clay shoot to benefit scholarships on May 4. Council Member Stasey stated that a veteran that is leading a wheelchair basketball league is planning to speak at a future City Council meeting. IX.
