A Regular meeting of the Commissioners' Court of Garza County, Texas was held on Monday, March 24, 2025 beginning at 10:00 a.m. at the Post Community Center-Youth Room, 129 Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Byron Lane Jones and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Annhya Velez, County Attorney and LuAnne Terry, Treasurer. Also present: Carol Williams, Administrative Assistant; Gordon Terry, Justice of the Peace Pct. 1; Angela Massey, Justice of the Peace Pct. 2; Bill Short, Dalby Unit; Shaley Kidwell, KCBD; Stacy Parker, Michael Breedlove, Kathy Beach, Peyton Toups, Kim Howell, Ray Mason, Michael Valdez, Steve Kramer, Call Windham, Curtis Hudman, Zach Sanchez, and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 10:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the March 10, 2025 regular were approved as presented with a motion by Commissioner Dalby and seconded by Commissioner Wilks. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from March 10, 2025 through March 24, 2025. Motion was made by Commissioner Williams and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. ATY Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Judge Norman: The Garza Central Appraisal District provided a Financial Statement and Audit for the previous year and will be available in the Garza County Clerk's Office and at the Garza Central Appraisal District. Bill Short, Dalby Unit: Three-hundred and fifty cameras are now online at the Dalby Unit. Tax Assessor-COlector: Monthly Report for February 2025. Justice of the Peace Pct. 2: Monthly Report for February 2025. District & County Clerk: Monthly Distribution Report for February 2025. OCA County & District Reports for February 2025. A motion was made by Commissioner Williams and seconded by Commissioner Dalby to accept the reports as presented. With a majority of the court members voting aye, the motion carried and SO ordered. Order 7: Consider to approve a recommendation from the Public Facilities Corporation for the future use and plans for the Giles W Dalby Correctional Facility. The Garza County Public Facilities met this morning and from recommendation from Detain Inc. Jail Consultant, to give operations management contract to CoreCivic. A motion was made by Commissioner Dalby and seconded by Commissioner Williams to approve the laid out proposal. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. , - 3 Order 8: Consider to approve a recommendation from the Public Facilities Corporation to entertain an agreement to sell the Dalby Facility to the State of Texas. A motion to continue negotiations with the State of Texas was made by Commissioner Williams and seconded by Commissioner Wilks. With a majority of the court members voting aye, the motion carried and SO ordered, See attachment. Order 9: Consider to approve a recommendation from the Public Facilities Corporation to create a Foundation to receive the proceeds of the sale of the Giles W Dalby Correctional Facility. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the recommendation from the Public Facilities Corporation to create a Foundation to receive the proceeds of the Sale of the Giles W Dalby Correctional Facility. With a majority of The court members voting aye, the motion carried and SO ordered. Order 10: Consider to approve the recommendation of the Public Facilities Corporation that the PFC and the County Commissioners Court follow Public Funds Investment Act, Chapter 2256, to construct the foundation for investment policies with and investment management company guidance. A motion was made by Commissioner Wilks and seconded by Commissioner Dalby to approve the recommendation of the Public Facilities Corporation that the PFC and the County Commissioners' Court follow Public funds Investment Act, Chapter 2256. With a majority of the court members voting aye, the motion carried and SO ordered. Order 11: Budget Amendments and Line Item Transfers. None presented.
