Update from Seminole Fire Department. D.A. Dagley, Fire Chief gave a detailed report of all activities and transactions for the Fire Department from January 1, 2024 through December 31, 2024. He stated he will email this report monthly to the county. (see attached) No action taken. 3. To consider, discuss and take any necessary action on routine administrative items: a. Minutes from last month' s meetings: i. January 2, 2025, January 15, 2025, and January 29, 2025 b. Payroll payables C. Accounts payable, fund transfers and budget amendments d. Transfer, sale or destruction of Gaines County Surplus property under Local Government Code $263.152: i. Surplus File Cabinets from District Clerk' s office e. Contract Renewals: i. Permian Basin Regional Planning Commission - $4,319.60 ii. Winsupply - 2nd year of5 year contract for Golf Course $3,550.00 Commissioner Houston made a motion to approve the routine administration items, surplus of file cabinets from the District Clerks office and contracts from Permian Basin Regional Planning Commission ($4,319.60) and Winsupply (5 years- $3,550.00) Commissioner Elder seconded the motion. Motion, carried unanimously. (see attached) 4. Update from the Auditor': 's Department on the estimated completion date for transferring financial information to Fundview. Esmeralda Felan, Auditor stated this is still in the process and they are working with Fundview to resolve the issue regarding totals and balancing. She stated at this time there is no completion date set. No action taken. 5. To consider, discuss and take any necessary action on a request from the Maintenance Department to assist an employee to obtain certification for backflow prevention certification. Commissioner Rosson made a motion to approve a request from the Maintenance Department for the county to assist Jonathan Sendejo to obtain certification for backflow prevention, with an approximate cost to the county ofs $3,000.00. Commissioner Elder seconded the motion. Motion carried unanimously. (see attached) 6. Update on County Clerk's Record Preservation Fund. Terri Berry, County Clerk gave an updated Records Preservation/Archive fund balance of$751,291.34. (see attached) No action taken. 7. To consider and discuss using a portion of County Clerk' s Record Preservation fund to assist the District Clerk's office with preservation work. Susan Murphree, District Clerk stated she has Civil Records to be scanned and has an on site proposal from Terralogic for approximately $100,000.00. Terri Berry, County Clerk has authorized the transfer of the funds from her Record Preservation/Archive fund to the District Clerk for this project. 8. To consider, discuss and take any necessary action on a resolution opposing elimination of countywide polling place program. Commissioner Elder made a motion to approve a resolution opposing SB76, elimination of countywide polling place program. Commissioner Rosson seconded the motion. Motion carried unanimously. (see attached) 9. Open Request for Proposals for designing the revisions to the fairway and putting range at the Gaines County GolfCourse. Take any necessary action. The following 21 bis were received: GrenSmith.61,500.00 and BedScapes- $546,250.00. Commissioner Murphree made a motion to approve the bid from GreenSmith for the revisions to the fairway and putting range at the Golf Course in the amount of $61,500.00. Commissioner Elder seconded the motion. Motion carried unanimously. (see attached) 10. To consider, discuss and take any necessary action on proposed revisions to the Gaines County Subdivision Policy and Checklist. Commissioner Houston made a motion to approve the proposed revisions to the Gaines County Subdivision Policy and Checklist as follows: a stamp or signature and a case study # be on each milar map from the engineer or geoscientist and 3 milar maps are required and one will be given to the Gaines County Appraisal District. Commissioner Elder seconded the motion. Motion carried unanimously. (see attached) 11. To discuss and provide information from Perdue Brandon that allows for an expedited sale of vacant properties in accordance with Texas Tax Code 33.911. Judge Therwhanger stated Perdue Brandon contacted her regarding Texas Tax Code 33.911 that allows for an expedited sale of vacant properties. She then gave each Commissioner a printed out list of properties for them to review and bring back to court if any properties fell in this category. No action taken 12. To consider, discuss and take any necessary action on a request from Korbin Williams to authorize Michael Lord to sign an affidavit regarding a lien on an airport hanger. Commissioner Murphree made a motion to authorize Michael Lord, Treasurer to sign an affidavit stating the county did not own the structure and Korbin Williams did own the land where his hanger is place at the Gaines County Airport. Commissioner Elder seconded the motion. Motion carried unanimously. 13. To consider, discuss and take any necessary action on approving subdivision application(s), take: note ofknown subdivision exceptions, consider any requests for subdivision variances. Judge Therwhanger Document shredding day is March 5th and all boxes need to be marked. Legislative update-HB 300-EMS funding which could allow $350,000 to each county if passed. She commended the Gaines County Health Department in the efforts to manage and help in assistance with the measles outbreak. Commissioner Rosson, Commissioner Elder and Commissioner Houston stated they are continuing the process of spraying weeds and hauling caliche. 12.
