Consider authorizing the reconfiguration of Preçincts 320, 315, 321, 318, 120, 115, 217, 210, 213, 218, 303, 322, 402, and 408 in order to comply with Texas Election Code Sections 42.006 and 42.031. b. Consider the appointment of Melanie Kirchmeir to Bell County Emergency Services District #1 to fill an unexpired term through December 31, 2026. C. Consider amending the Bell County FY2024-2025 Capital Improvements Project List to include the Chaparral Road Improvements project at an estimated cost of $2,438,900 and funded by utilizing the unallocated reserve operating funds of the General Fund. d. Consider amending the Bell County FY2024-2025 Capital Improvements Project List to include the Chaparral Road Improvements Project, Phase 1, at an estimated cost of $842,200. Phase 1 scope of work for this project would include engineering services and construction of 1 signal and 1 turn lane. This project will be funded by Precinct 4 Maintenance Funds from the Road & Bridge Fund. e. Consider authorizing the County Judge to execute an agreement with Freese & Nichols in the amount $170,000 for engineering services related to the Chaparral Road Improvements Project.
