Observers: James Huber, Fredericksburg Citizen A. Approval of the Agenda The Agenda was unanimously approved as posted. B. Approval of Minutes Electoral Board Meeting February 4, 2025. The Minutes were approved without changes. C. Replacement Precinct for New City Fellowship The City Manager has requested a meeting with FCPS Superintendent Dr. Catlett and the Electoral Board to discuss using FCPS facilities as the new location for Precinct 401. Members of the Electoral Board designated the afternoons of Friday March 7 or Monday March 10 as their availability. Vice Chair Beyer is unavailable to meet those days due to professional conflicts. The deadline for moving Precinct 401 into a new, permanent location is March 18, ninety days before the June 17 Primary. The Electoral Board will follow up with the City Manager and City Council to define a timeline to designate a permanent relocation of Precinct 401 before the November 4 Election deadline of August 3. D. Report of the General Registrar The General Registrar's Report is attached to these Minutes as Appendix A. E. New Business There was no new business. F. Closed Session Vice Chair Beyer made a Motion to go into Closed Session pursuant to Virginia Code SS 24.1-410.2 and 24.2-625.1 to discuss matters concerning Election Security, Virginia Code SS 2.2-3711 and 24.2-115(C) to discuss personnel. The Motion was seconded by Secretary McLaughlin and passed unanimously. Time Into Closed Session: 6:06 pm. G. Certification of Closed Session Upon a motion by Vice Chair Beyer and seconded by Secretary McLaughlin, and passed by affirmative vote in Open Session, it was certified that only public business matters lawfully exempted from open meeting requirement and only such public business matters as were identified in the Motion by which the Closed Session was convened, were heard, discussed, or considered in the Closed Session of the Electoral Board. Time Out: 6:15 pm I. Approval of New Officers of Election There is only one new application for Officer of Election. JUNE 2025 PRIMARY Received 100 Day notice for June Primary calling for a Democratic and Republican Primary. Candidate deadline is 04/03/2025 for state offices. LEGISLATION TO WATCH SB 1044 - Patron: Senator Roem. This bill will require all provisional results to be reported by precinct. This will essentially require that Provisional Results be reported in the same way that Absentee results are reported now. SB 991/HB 1735- Patrons: Senator Williams Graves/ Delegate Cole. This bill changes the close of books for voter registration from 21 days to 10 days. SB 760 - Patron: Senator Favola. This bill changes the deadline for the return of absentee ballots from noon on the Friday after election day to 5:00pm on the Friday after election day. Should this bill be approved, it will require that Absentee Envelopes be updated, instructions will be updated, and any public facing information that includes deadlines will need to be updated. HB 2668 Patron: Delegate Simon-This bill changes procedure for removal of GRs and EB members. VRAV opposed this legislation. SB 945 Patron: Senator Desteph-This bill allows campaign finance penalties SB 813/HB 1675 = Patrons: Senator Rouse/Delegate Henson. This bill requires all systematic list maintenance activities to be completed no later than 90 days before a primary or general election. HB 2002 - Patron: Delegate Laufer. This bill would mandate that any list maintenance activity be conducted using only data from a state agency or a written request from the voter. HB 2276 - Patron: Delegate Price. This bill creates standards for match criteria used when conducting list maintenance. SJ 253 - Patron: Surovell. This creates a workgroup that will study the effects of moving all state and local elections to even years.
