Robison Laurel Municipal Center at 6:00 pm with Council President Pro-Tem Jeffrey W. Mills presiding. Councilwoman Christine M. Johnson, Councilman James Kole, Councilman Adrian G. Simmons, and Mayor Keith R. Sydnor were present. Council President Kyla M. Clark had an excused absence. Mayor Keith R. Sydnor led the Pledge of Allegiance to the Flag of the United States of America. There were approximately fifty (50) members of the public in attendance. The following staff members were also present: Christian L. Pulley, CPM, City Administrator, Tim Miller, Acting Deputy City Administrator, Sara A. Anderson, City Solicitor Agenda Item No. 4 was approval of the following minutes: March 10, 2025 Regular Meeting Councilman Kole made a motion to approve the minutes as written. Councilwoman Johnson seconded the motion that was carried on a roll call vote of all Councilmembers present. Next, the Mayor and City Counciimembers provided their reports regarding events and happenings since the last meeting and made announcements regarding upcoming meetings and events. 1 Mayor Sydnor made the following special presentations and provided certificates of achievement to each student athlete: Laurel High School Boys Basketball Team For winning the Maryland 4A State Championship, showcasing their dedication, teamwork, and excellence on the court. Alexandra Ford (Laurel High School) = A two-time state champion in the 140 Ibs. wrestling division, celebrating her hard work, discipline, and dominance in the sport. Laurel Lions Wrestling Club = 2025 SMJWL A Division Champions Mayor Sydnor presented the following Proclamations: Meatout Day National Vietnam War Veterans Day- presented to Colonel Yolanda D. Gore, Garrison Commander, Fort Meade Agenda Item No. 6 was the following Mayoral Reappointments: Angela O'Neal Arts Council 03242025.03242028 Robert Windley Youth Services Commission 03242025-03242028 Councilman Kole made a motion to approve the reappointments. Councilman Simmons seconded the motion that was carried on a roll call vote of all Councilmembers present. Agenda Item No. 7 was the General Public Hearing. President Pro-Tem Mills opened the General Public Hearing at approximately 6:42 pm. The first person signed up to speak was Mrs. Connie Lucas, 1018 Ward Street Laurel, Maryland 20707. Mrs. Lucas asked the Mayor and City Council to include the street and hundred block in the Crime Report that was in the Laurel Ledger section of the Laurel Independent Newspaper sO that residents would know where crimes were occurring in the City. There was no one else signed up to speak. President Pro-Tem Mills closed the General Public Hearing at approximately 6:45 pm. Agenda Item No. 8 was Second Public Hearing with Possible Action on Ordinance No. 2039 An Ordinance Amending the General Operating Budget and Capital Improvement Program of the Mayor and City Council of Laurel, Maryland, for the Fiscal Year July 1, 2024 through June 30, 2025 and to Provide an Effective Date. President Pro-Tem Mills read the title into the record for the second public hearing. S. Michele Saylor, Director, Department of Budget and Personnel Services presented the ordinance. President Pro-Tem Mills opened the public hearing at 6:47 pm. There was no one signed up to speak. President Pro-Tem Mills closed the public hearing at 6:47 pm. Councilman Simmons made a motion to approve Ordinance No. 2039 that was seconded by Councilman Kole and carried on a roll call vote of all Councilmembers present. Mayor Sydnor concurred with the vote. The last agenda item was Second Public Hearing with Possible Action on Ordinance No. 2040 An Ordinance of the Mayor and City Council of Laurel, Maryland Amending Laurel City Code Chapter 16 Taxation", 1 Article I, Section 16-10"Elderly and Veteran Tax Credit Program" and Providing an Effective Date. President Pro-Tem Mills read the title into the record for the second public hearing. Councilman Adrian G. Simmons presented the proposed ordinance. CITY OF LAUREL, MARYLAND ORDINANCE NO. 2039 AN ORDINANCE AMENDING THE GENERAL OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM OF THE MAYOR AND CITY COUNCIL OF LAUREL, MARYLAND, FOR THE FISCAL YEAR JULY 1, 2024 THROUGH JUNE 30, 2025 AND TO PROVIDE AN EFFECTIVE DATE Sponsored by the City Council President at the request of the Administration. WHEREAS, the FY2025 General Operating Budget and Capital Improvement Program (CIP) was adopted on May 28, 2024 through Ordinance No. 2026, and subsequently amended through Ordinance No. 2029, Ordinance No. 2031, Ordinance No. 2035, and Ordinance No. 2036, and WHEREAS, Charter Resolution No. 180 was approved on January 27, 2025 with an effective date of March 18, 2025 dissolving the Department of Community Resources and Emergency Management; and creating the Department of Emergency Management and the Department of Human Services, and WHEREAS, the adopted FY2025 General Operating Budget department references shall be revised to reflect the changes due to the approval of Charter Resolution No. 180, and WHEREAS, a transfer shall be made of available CIP street project funds for the purpose of funding other street projects, and WHEREAS, additional funding is needed for the Council Chambers broadcast equipment, and WHEREAS, certain corrections are needed to the Employee Training and Tuition budgets, and WHEREAS, the Mayor and City Council of Laurel, Maryland are required to amend the FY2025 General Operating Budget and CIP to reflect these changes.
