Approval of Minutes oft the March 11, 2025 Board of Estimates Meeting The minutes of the March 11, 2025 Board of Estimates Meeting were approved by general consent. Item No. 03-25-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Hoover presented Solicitation No. 25-146; Norrisville Park Development and the DPW Satellite Facility Verizon Utility Relocation; Sole Source. Ms. Angela Hoover from the Department of Parks and Recreation is requesting approval for the relocation of Verizon's existing facilities along 5240 Norrisville Road for the future Norrisville Park Development and the DPW Satellite Facility. The Department of Parks and Recreation recommends award in the amount of $139,193.43 to Verizon Maryland LLC of Baltimore, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-25-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Hoover presented Solicitation No. 25-184; Williams Street Restroom; Pigyback-Sourcewel. Contract # 081721- PRM. Ms. Angela Hoover from the Department of Parks and Recreation stated that this proposal is for the turnkey installation of a restroom building at the Ma & Pa Trail head at 400 Williams Street in Bel Air. The restroom facility 1 would replace the port-a-pots at this location and be ADA accessible. The Town of Bel Air will contribute $175,000.00 towards the restroom facility. The Department of Parks and Recreation recommends award in the amount of $273,494.00 to The Public Restroom Company of Minden, Nevada in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-25-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Butler presented Solicitation No. 25-139; Open End Maintenance, Repair, and Stabilization of Stormwater Facilities; Competitive Sealed Bid. Mr. Dave Butler from the Department of Public Works is requesting approval for open end maintenance, repair, and stabilization of stormwater facilities throughout Harford County. The Department of Public Works recommends award in the amount not to exceed $1,200,000.00 per year to B&M Excavation, LLC of White Marsh, Maryland, DC Contracting, LLC of Whiteford, Maryland, STORMWATER LLC of Pasadena, Maryland, and Bourn Environmental LLC of Mitchellville, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-25-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Hebel presented Solicitation No. 25-178; Grafton Shop Road at MD Route 23 Intersection Improvements Harford Countyl Maryland State Highway Administration MOU; Sole Source. Mr. Glen Hebel from the Department of Public Works is requesting approval for the design, right-of-way, utility relocation, and construction of a roundabout at the intersection of Maryland 23 (East-West Highway) and Grafton Shop Road. The project will be a 90/10 split between the State of Maryland, whereby Harford County will reimburse SHA 10% of the project costs. The Department of Public Works recommends award in the amount of $469,900.00 to the Maryland State Highway Administration of Baltimore, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-25-25-05 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Cox presented Solicitation No. 25-273; Open End Contractual Services; Requests for Proposals. Ms. Melissa Cox from the Department of Public Works stated that this proposal is for open end contractual services for general carpentry, site work, flat concrete, masonry, painting, drywall mechanical/finisher, and roofing. The Department of Public Works recommends award in the amount not to exceed $2,000,000.00 per year to Bloomes Contracting, Incorporated of Lanham, Maryland, Bob Andrews Construction, Incorporated of Easton, Maryland, Boulevard Contractors Corporation of Owings Mills, Maryland, Buildprotech, LLC of Potomac, Maryland, 2 Fawn View Construction, Incorporated of Fawn Grove, Pennsylvania, Frank J. This motion was unanimously approved. Item No. 03-25-25-06 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Miller presented Solicitation PM99-019; 3116 Sandy Hook Road First Addendum to Lease Agreement; Negotiated Procurement. Ms. Tricia Miller from the Department of Law, on behalf of the Division of Facilities and Operations, is requesting approval for Harford County Maryland to enter into a First Addendum to the Lease Agreement with Harford County Radio Control Modelers Club, Incorporated, located at 3116 Sandy Hook Road in Street, Maryland, for the use of a model radio-controlled modelers club program. The Department of Law, on behalf of the Division of Facilities and Operations recommends approval of a First Addendum to the Lease Agreement for the use of 3116 Sandy Hook Road, Street, Maryland, with no monetary consideration in accordance with Section 1-29 of the Harford County Code.
