CITY COUNCIL WORKSHOP MEETING MINUTES MARCH 12, 2025 Pursuant to Public Notice, Mayor Steven Osmer convened a workshop meeting of the City Council on Wednesday, March 12, 2025, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mark Boyd, Councilmember Mike Chase, Councimember Jodi Rozycki, Councilmember Stephen Sams, City Manager Brittany Retherford, Deputy City Clerk Sharon Williams. (TIME: 6:01 P.M.) DISCUSSION REGARDING STORMWATER PROJECTS Kate Helms, Stormwater Engineer, provided an overview of the City's stormwater projects and program. She provided a video of the work being done by the new stormwater camera that was purchased. She provided information on the history of TMDL and the process for the TMDL, which includes development of the Basin Management Action Plan (BMAP) with extensive local stakeholder input. She spoke regarding the current BMAP and the Best Management Practices (BMP) and recently constructed City BMPS as well as planned and funded BMPS, such as the South Basin Projects, Jackson Avenue streetscape, Roosevelt Baffle Box and City Hall/Civic Center Filtration Wall. She provided a cost breakdown and funding sources for recent projects and potential future funding sources. She spoke regarding where the City is relative to its TMDL goal after the recent projects have been completed. She answered Councilmembers questions. City Engineer, David King, and Public Works Director, Allen Potter, provided additional information. Discussion ensued on the City's stormwater projects and State requirements. DISCUSSION REGARDING CITY PROJECTS City Manager Retherford provided an overview of City projects that are being considered and requested Council's input. The projects include the Sports Park Parking Lot, City Hall Breezeway, Kayak Launch adjacent to old Fire Station, and Security Cameras. Discussion ensued on each of the projects and potential funding sources. (TIME: 8:17 P.M.) DISCUSSION REGARDING DEVELOPMENT PROJECTS City Manager Retherford provided an update of projects that are currently in the development process. She addressed frequently asked questions regarding several of the projects.
