CITY COUNCIL REGULAR MEETING MINUTES APRIL 2, 2025 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, April 2, 2025, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mark Boyd, Councilmember Mike Chase, Councilmember Jodi Rozycki, Councimember Stephen Sams, City Manager Brittany Retherford, City Attorney James Beadle and City Clerk Gwen Peirce. Vice Mayor Boyd led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) POLICE DEPARTMENT AWARDS: 2024 TELECOMMUNICATIONS OFFICER OF THE YEAR: TELECOMMUNICATIONS OFFICER LARRY MELKONIAN 2024 SCHOOL RESOURCE OFFICER OF THE YEAR: CORPORAL GRETTA VALIENTE-SMITH 2024 HARIMANN-FLAGG DUI ENFORCEMENT OFFICER OF THE YEAR: CPL. CHRISTOPHER WHITE 2024 CIVILIAN OF THE YEAR: VICTIM ADVOCATE TIFFANY PETRO 2024 OFFICER OF THE YEAR: DETECTIVE CORPORAL AIMEE YBARRA SPECIAL PRESENTATION FROM SATELLITE BEACH RESIDENT, PAT FISCHER Chief Pearson provided background information on each of the award winners and presented their awards. CITIZEN COMMENTS City Resident, Lois Felder, requested when the FDOT utility box wrap will be installed and inquired about whether those who donated will have a photograph taken with the wrapped box. Ms. Felder spoke regarding a letter she received from the federal government on setting up a post office and new zip code in Indian Harbour Beach. City Resident, Alan Dillon, spoke regarding his neighbor installing a new dock and seawall and that the requirements have been changed to 10 feet rather than the 20 feet that had been required when he had installed his boat dock. He expressed concern that he wouldn't be able to get his boat out of his boat dock due to this change and expressed concern that it had been changed without citizen input, and about the response from the Building Official regarding his complaint. He spoke regarding the drainage on his road and requested that a baffle box be installed. (TIME: 6:39 P.M.) CITY COUNCIL COMMENTS Councilmember Rozycki congratulated the award winners from the Police Department. Vice Mayor Boyd expressed appreciation for the new playground at Desoto Park. CITY MANAGER REPORT City Manager Retherford congratulated Deputy Clerk, Sharon Williams, on receiving her Certified Municipal Clerk (CMC) Designation. She stated that the City received a grant from the Sea Turtle License Plate Program for education for sea turtle lighting. She announced that the Summer Activity Registration is open. She spoke regarding thank you notes received for the Fire Department and Police Department and spoke regarding the E-bike education and enforcement that the Police Department conducted during the month of March. APPROVE THE INTERLOCAL AGREEMENT FOR CREATION OF THE METROPOLITAN PLANNING ORGANIZATION C. APPROVE THE REQUEST FOR PARCEL COMBINATION FOR SAMSONS ISLAND AND AUTHORIZE THE CITY MANAGER TO SIGN Mayor Osmer asked for citizen comments; there were no comments. ACTION: Councimember Rozycki MOVED, SECOND by Councilmember Sams, to approve the Consent Agenda as presented. VOTE: ALL YES. MOTION CARRIED. (TIME: 6:45 P.M.) DIRECTION ON RENEWAL OF WILD FLORIDA LEASE City Manager Retherford provided background nformation on the item and answered Councilmembers questions. Discussion ensued on the proposed lease renewal. The following City Residents spoke regarding this item: Alan Dillon, Mindy Gibson. The City Council provided consensus to move forward with drafting a lease renewal with Wild Florida for three years for the old Fire Station building and return to City Council for approval.
