PLEDGE OF ALLEGIANCE Committee Chairperson Frank Schiola led the Committee and staff in the pledge of allegiance. ROLLCALL Present: Committee Members Darcy Dean Murray, Frank Schiola, and Ashley Bruce. Town Clerk Assistant Sammie Brown, Public Works Director & Committee Liaison Richard Gallant (late), and Project Coordinator Jeff Kurtz. APPROVAL OF THE AGENDA A motion to approve the agenda was made by Committee Member Ashley Bruce and seconded by Committee Member Darcy Dean Murray. The motion passed unanimously, 3-0. APPROVAL OF THE MINUTES A motion to approve 1/28/2025 - Roadway, Equestrian Trails and Greenway Advisory Committee Meeting Minutes was made by Committee Member Darcy Dean Murray and seconded by Committee Member Ashley Bruce. Discussion Regarding Recommendation for Mural Mosaic Proposed Project Adoption Vice-Chair Darcy Dean Murray introduced the Mural Mosaic Project as a potential community engagement initiative. The project involves assembling a large mural from individually painted square tiles, which would be purchased and painted by community members. Suggestions were made for possible locations, including the Town Hall, the entrance to the town on Okeechobee or Southern Boulevard, or a privately owned building. Committee members discussed logistics such as inviting local artists, obtaining a template from the company providing the mural, and determining the cost per tile. The committee reached a consensus to gather additional information, including pricing and mural dimensions, before formally presenting the idea to the Town Council for consideration. Item 2. Discussion and Review of the Rural Road Improvement Standards Given that Committee Staff Liaison Richard was absent, a motion to table the discussion until the next meeting was made by Committee Chair Frank Schiola and seconded by Committee Member Ashley Bruce. The motion was unanimously approved, 3-0. Some members expressed the need for additional time to review the materials and consult with their respective council members. It was noted that individual meetings with Richard could be arranged for further clarification before the next meeting. Item 3. Discussion and Review of the Master Roadway, Equestrian Trails, and Greenway Plan (MREG) The committee reviewed the Master Roadway, Equestrian, and Greenway Plan (MREG), originally prepared in 2009. The discussion centered on the need to update thej plan to reflect changes in infrastructure, newly paved roads, and evolving community needs. The committee identified key areas where trails currently exist, such as the F Road Trail, North Road, and various connections near Aldi and SE Road. Concerns were raised about connectivity and ensuring that trails provide safe and continuous routes for equestrian and pedestrian use. A request was made to provide an updated map that clearly differentiates existing, proposed, and conceptual trails. Additionally, the committee sought information on acquiring easements for potential new trail connections, specifically in the Hyde Park Road area. COMMENTS FROM COMMITTEE MEMBERS Future agenda items included potential enhancements to the Loxahatchee Groves Park for equestrian activities, such as utilizing unused baseball fields for horse training or obstacles. Committee members requested an update on any outreach made to the county regarding this possibility. There was also a discussion on extending the equestrian trail system in the Royal Palm Beach Pines Natural Area, and the feasibility of using hospital-owned drainage land for a multi-use park. CONFIRM NEXT REGULAR MEETING DATE: The next Roadway, Equestrian Trails, and Greenway Advisory Committee is scheduled for 5:00 P.M. Thursday, March 20, 2025. The committee also confirmed moving forward that the RETGAC Meetings will take place every third Thursday unless communicated otherwise by staff.
