The Special Meeting was called in accordance with California Government Code Section 54956. Mayor Sedgley called to order the, joint special meeting of all three separate governmental bodies. Individual roll call was taken for each body and a joint staff report was provided. Following the report, each body took separate action, and the joint meeting was adjourned. Mayor Sedgley called for public comment. There were no requests to speak. Discussion was turned over to Council and Board Members. Brief individual questions and comments ensued. A motion was made by Councilmember Painter, seconded by Vice Mayor Luros to adopt Resolution R2025-031 (1) authorizing the City Manager to execute petitions and ballots granting property owner approval for City-owned property to renew the Downtown Napa Property and Business Improvement District for a seven-year term from January 1, 2026 through December 31, 2032; and (2) authorizing the City Manager to execute future petitions and ballots granting property owner approval for City-owned property to renew the Downtown Napa Property and Business Improvement District in future years.
