CALL' TO ORDER THE MILLBRAE PLANNING COMMISSION MEETING Chair Chan called the meeting to order at 7:01 P.M. ROLL CALL Attendees: Chair Chan, Vice Chair Davis, Commissioners Quigg, Chui, and Wong. APPROVAL OF MINUTES a) Regular Meeting Minutes of February 3, 2025 - ACTION Commissioner Chui requested to elaborate on the Cloudpermit staff update. Motion by Chair Chan to move the approval of Regular Meeting Minutes of February 3, 2025 to the next meeting. 3. PUBLIC COMMUNICATION None 4. PUBLIC HEARING a) 211 Willow Avenue (APN #024-142-110): A public hearing on a Design Review Permit application to allow a 180 square-foot addition to an existing second-story, with an interior remodel, resulting in a total proposed floor area of 2,970 square feet, and a Conditional Use Permit application to extend the existing nonconforming upper-story side setbacks in the Single-Family Residential (R-1) Zoning District - ACTION The project is categorically exempt pursuant to CEQA Guidelines Section 15301 Existing Facilities (Class 1) because the addition will not result in an increase of more than 10,000 square feet, the project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and the area in which the project is located is not environmentally sensitive. " February 19, 2025 SPECIAL PLANNING COMMISSION Jennifer Lim, Assistant Planner, presented this project. ShengChieh Lin, the designer, and Jiaye Cheng, the property owner, were present to address questions and/or concerns. concerns about what the garage space allowed, The Planning Commission expressed 3 of 10 of the Staff Report to be the practicality of the oversized garage (page how the plans should not show the a vehicle if it is not a usable garage updated), differences in the staff clarity of the parking stall, clarification on the setback report, color ofthe garage door, front landscaping (parking restriction sign), and clarification on exception guidelines. the mentioned that the garage door will be repainted. Samuel (ShengChieh), designer, Chair Chan opened public comment at 7:22 p.m. There was no public comment. Chair Chan motioned a group vote to close public comment. Motion passed 5-0. Public comment was closed at 7:23pm. Commissioner Chui requested that future applicants provide renderings with more context including the existing photos oft the project. Chair Chan reiterated the importance of the Objective Design Standards and having meet the code and that projects aren't doing enough flexibility SO that applicants certain things to meet the letter of the code requirements. Motion by Vice Chair Davis, second by Commissioner Wong to approve a Design Review Permit application to allow a 180 square-foot addition to an existing second- with an interior remodel, resulting in a total proposed floor area of 2,970 square story, and Use Permit to extend the existing nonconforming feet, a Conditional application District at side setbacks in the Single-Family Residential (R-1) Zoning upper-story 211 Willow Avenue.
