CALL TO ORDER THE MILLBRAE PLANNING COMMISSION MEETING Chair Chan called the meeting to order at 7:00 P.M. APPROVAL OF MINUTES a) Regular Meeting Minutes of December 2, 2024 - ACTION Motion by Vice Chair Davis, second by Commissioner Chui to approve Regular Meeting Minutes of December 2, 2024. Motion passed 4-0. 3. PUBLIC COMMUNICATION None 4. PUBLIC HEARING a) 407 Cypress Avenue (APN #021-111-340): A public hearing on a Design Review Permit and an Exception request application to allow a significant renovation and the construction of a new 997 square-foot second story and a 224 square-foot first story addition, to an existing 1,234 square-foot single-story residence, resulting in a total proposed floor area of 2,455 square feet with an existing non-conforming attached garage in the Single-Family Residential (R-1). zoning district. ACTION The project is categorically exempt pursuant to CEQA Guidelines Section 15301 Existing Facilities (Class 1) because the construction will not result in an addition increase of more than 10,000 square feet and the project site is in an area where all public services are available to allow for maximum development permissible in the General Plan and the area in which the project is located is not environmentally sensitive. Mark Bucciarelli, the architect, also presented this project. Chair Chan opened public comment at 7:18 p.m. Crystal and Jeremy (319 Santa Lucia), spoke in support oft the project with suggested continual consideration of minimizing the loss of natural light in the back yard. Motion by Commissioner Quigg, second by Commissioner Chui to close public comment. Motion passed 4-0. Public comment was closed at 7:20pm. Venus Tuan, the homeowner/Architect and staff addressed the questions and/or concerns of the neighbors stating that they would work closely with them to accommodate the conçerns about the natural light and privacy. Roscoe Mata, Planning Manager, spoke in response to the neighbor comment, stated the height of the proposed structure and height of the trees at maturity, and that staff could work with the applicant and neighbor on alternate species if desired by both parties. Commissioners commented on the neighbor's concern, spoke in support of the project, and reiterated the value ofkeeping and planting trees. Motion passed 4-0. Chair Chan stated the 10-day appeal period. 5. NEW BUSINESS None 6. STAFF UPDATES City Council authorized a contract for Cloudpermit, a new software permit system. O New permit software will track Planning Commission projects, building permits, including applying, submitting, and approving documents/plans for permits, code enforcement cases, invoicing and payment intake, tree removals, etc. Set up and implementation will be approximately one year. Applicants will be able to submit permit and planning applications online. Will be able to search projects Older projects may be in a separate phase, but there is a separate project to digitize older permits. Inclusionary Housing and Density Bonus Study Inclusionary housing Adopted inclusionary housing ordinance set inclusionary percentage to 15% City Council wanted to explore increase to 20%. Study found that 20% is not feasible for developers, and 15% is also not currently feasible. Study found that 8% would be feasible. Local density bonus, in addition to state law, would further incentivize redevelopment Direction from City Council to reach out to local business owners. Objective Design Standards - City Council will hold a study session on 2/11/25 2/17/25 Regular Planning Commission Meeting will be cancelled due to Holiday Next Special Planning Commission Meeting scheduled for 2/19/25 7.
