CALL TO ORDER The meeting was called to order at approximately 7:01p pm by Mayor Avila. INVOCATION The invocation was given by Pastor Flores and Pastor Jackson. On Item #1A, #IB, #1C & #2 updates were given by legal counsel and direction was given by City Council, there is no reportable action. Item #ID was continued to a future meeting. ANNOUNCEMENTS The Mayor announced that the City Council are also members of the Board of Directors of the Housing Authority and Finance Authority which are concurrently convening with the City Council this evening and each Council Member is paid an additional stipend of $30 for attending the Housing Authority meeting and $50 for attending the Finance Authority meeting. PROCLAMATIONS. COMMENDATIONS & PRESENTATIONS Mayor Avila and the City Council presented a City Plaque for Years of Service to Ron Garcia, Director of Community Development. Mayor Avila administered the Oath of Office to the newly appointed Police Officers and Dispatchers: Officer Raymond Garcia, Officer Manuel Saenz, Officer Brian Munnerlyn, Officer Michael Cano, Dispatcher Jennifer Scott, Sergeant Mario Alcazar, and Sergeant Chris Rivera. Approve the two firms to be used for on-call Administrative Consulting Services for three years up to $50,000 annually for each firm until vacancies are filled; and 2. Approve and authorize the Chief Executive Officer (CEO) or his designee to execute Agreements in substantial form, subject to any non-substantive changes made by the CEO and City Attorney. 3. Award a Professional Services Agreement with Avant Garde (Consultant) to prepare the City's 2025-2029 Consolidated Plam, yearly Action Plan, and Analysis of Impediments to Fair Housing; and 2. Authorize the Chief Executive officer, or designee, to make non-substantive changes as approved by the City Attorney and execute the attached agreement with Avant Garde to provide consulting services in an amount not to exceed $50,589 (includes 10% contingency). 3. Authorize the Director of Finance to appropriate $50,589 from the CDBG Fund #220 and the HOME Fund #221, in accordance with the allowable administrative CAP from program income. Motion to: 1. Introduce for first reading, by title only, Ordinance 1516, entitled, "AN ORDINANCE OF THE CITY COUNCIL FOR THE CITY OF BALDWIN PARK AUTHORIZING THE CITY OF BALDWIN PARK TO ENTER INTO A DEVELOPMENT AGREEMENT WITH ALLVISION, LLC FOR THE APPROVAL OF A TWO-SIDED DIGITAL BILLBOARD LOCATED IN THE RAILROAD RIGHT-OF-WAY ADJACENT TO 3100 BALDWIN PARK BLVD, WITH THE SPECIFIC LOCATION SHOWN ON THE PLANS ON FILE WITH THE CITY PLANNER". 2. Find that the Mitigated Negative Declaration and the Initial Study/Mitigated Negative Declaration (ISMND) as well as the associated Mitigation Monitoring and Reporting Plan (MMRP) was prepared in accordance with the California Environmental Quality Act (Pub. Resources Code, 88 21000 et seq.) ("CEQA") and the State CEQA Guidelines (Cal. Code Regs, tit. 14, 88 15000 et seq.) and adopt the ISMND and MMRP for this project. 3. Mayor Avila updated on the Lario Staging Area situation and thanked the regional mayors for their collaboration. Council Member Estrada spoke about sidewalk conditions, emphasizing a desire to collaborate with LIUNA on a pilot program to improve sidewalks and offer hands-on training for Baldwin Park residents. Mayor Avila requested an update on Barnes Park, to be presented at the next meeting. Mayor Avila and Mayor Pro Tem Damian asked for updates on Habitat for Humanity projects, including Torch and Stewart, the Cesar Chavez Project, and the Senior Housing Project, with timelines. Mayor Avila and Mayor Pro Tem Damian requested information about the upcoming housing application window, including criteria and details that could be shared with interested residents. Community Development Director Garcia provided an update on the application process for new housing projects. Treasurer Valenzuela acknowledged and thanked outgoing Community Development Director Garcia for his service to the community. City Clerk Saenz provided an update on the City Clerk Association of California Nuts & Bolts Training Seminar held on February 6 and 7, 2025.
