201 Meeting of the Fulton County Commissioners Tuesday, May 9, 2023 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and Commissioner Shives Absent: Commissioner Bunch Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Ulsh to approve the Commissioners' Minutes of the May 2, 2023 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payables dated May 5, 2023 in the amount of $104,130.52. All in favor. Also in attendance was Brad Seville, Building and Maintenance Director; Retention Committee Members- HR Administrator Mary Huston and Fiscal Administrator Lisa Beatty. Souders was commended on her excellent service to the county and was presented with a certificate for the month of April, 2023. Commissioners met with Chief Probation Officer Dan Miller to have the Annual Intermediate Punishment Grant Application reviewed and executed. Miller noted that since 2010 the only thing that has changed with the grant is the dollar amount. Motion by Commissioner Shives to approve executing the Annual Intermediate Punishment Grant Application and also Appendix D, Program Authorization Form FY 2023-2024, which states that the programs will be implemented and conforms with applicable regulations meeting the minimum standards. All in favor. Commissioners met with Connie Brode, Executive Director for Area on Aging to review and approve two resolutions. Brode gave updates to include the Farmer's Market Program stating that it has increased to $50 per individual and noted that a dementia training will be held in the upcoming months, More information will be advertised in the newspaper. Motion by Commissioner Ulsh to approve Resolution 2023-02 and a Joint Resolution naming Connie Brode, Executive Director for Area on Aging for the Counties of Huntingdon, Bedford and Fulton to assume all duties and responsibilities for administration of this program, as well as serving as Trustee of the Agency's retirement plan and court appointed guardian; and to sign on behalf of the agency regarding funding agreements, any budget amendments, financial and banking documents, signing funding agreements, 202 service contracts, retirement plan documents, health insurance policy, sale of used vehicles, tax exemptions, all uardianship/POA/ReP Payee related matters for the fiscal year 2023-2024. All in favor. Commissioners signed an annual maintenance estimate on the mobile x-ray imaging system from ACS, Access Control Systems, Inc. fort the Sheriff's Department in the amount of $1,150.00. Motion by Commissioner Ulsh to approve a support letter addressed to Shane Mills, Manager of Local Safety Programs with PennDOT Bureau of Maintenance and Operations supporting the continuation of Cambria County's grant application through the Cambria Allegheny Regional Highway Safety Network for FFY 2023- 2026. All in favor. Motion by Commissioner Ulsh to approve a quote from Tele-Plus for additional security in the Business Office in the amount of $948.60. All in favor. A Zoom meeting was held with Attorney David Mitchell who was assigned by CCAP to perform a Risk Management Review fort the county as a follow up from his visit in the fall of 2022. Mitchell reviewed his notes of the county's HR Manual with the Commissioners pointing out proposed areas of change. Mitchell noted that these changes can be done "in house" between the Chief Clerk and the HR Administrator and then presented to the Commissioners for approval. Also in attendance was HR Administrator Mary Huston. Commissioner Shives signed a MATP Final Allocation Letter for FY 2021-2022 and a MATP 3rd Quarter Report for 2022-2023. Commissioners signed an inmate physician services request from the Sheriff's Department. Also signed was the April 18, 2023 Retirement Board Minutes, a certification letter for Fulton County's EMA for the HMERP Reporting year 2022 and an IDIS OnLine Access Request for CDBG due to an employee change with SEDA Cog.
