All in favor. Motion by Commissioner Ulsh to approve endorsement to Resolution 15 of 2021 for the submission of Fulton County's 2021 Community Development Block Grant. Application to the Pennsylvania Department of Community and Economic Development. All ini favor. Motion by Commissioner Shives to approve endorsement to Resolution 16 of 2021 for Fair Housing Practices. All in favor. Motion by Commissioner Shives authorizing Chairman Ulshi to endorse the Disclosure report for the FFY 2021. Community Development Block Grant Program. All in favor. Motion by commissioner Bunch authorizing Chairman Ulsh to endorse the CDBG General Application Certifications. All in favor. Motion by Commissioner Shives authorizing Chairman Ulsh to endorse the Four Factor Analysis for the CDBG Application. All in favor. The Commissioners met with Jim Gress and Stanley Mellott- Todd Township Supervisors and Kevin Nester from GHD Engineering regarding the Knobsville Wastewater Treatment improvements options. As noted above the Todd Township Wastewater Improvements is an eligible CDBG project. Patti Hess, CDBG Administrator was also present and Angie Kemberling, SEDA COG (via telephone). The Commissioners met with EMA Director-Brian Barton regarding Hurricane Ida follow up. He noted that since there was a Presidential Declaration made for Pennsylvania that Fulton County Municipalities can submit for damages through the proper paperwork submission etc. He noted that PEMA will be here Monday, September 20th to meet with effected Municipalities, Brian advised the Municipalities to submit their Emergency Declarations and requested paperwork ahead of Monday ifp possible. January 31, 2022 with a $65,000 Credit applied, All in favor. The Commissioners met with Patti Hess, Elections Director and Department of State (DOS) regarding Election Matters. Those attending in person were: Solicitor Stein. Those on conference call were Tom King, Special Counsel for Fulton County; Sindhu Ramachandran, Voting System, Analyst for DOS, Tim Gates, Chief Counsel DOS; Kori Pyle, Assistant Deputy Secretary; Michele Hanpley, Outside Counsel for DOS; Robert Wiygul, Outside Counsel for DOS; Kathleen Kotula, DOS. Per Michele Hanpley the topic for the meeting was how the County was preparing for the November. Election. They were questioning what equipment would be used, the delivery timeframe as well as ballot production timeframes.
