53 Meeting of the Fulton County Commissioners - Tuesday, June 7, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Bunch, Commissioner Shives and Commissioner Ulsh (via telephone) Absent: None Others Present: None Commissioner Bunch opened the meeting with prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners' Minutes of the May 31, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated June 3, 2022 in the amount of $79,924.10. All in favor. CCA will administer the program. Motion by Commissioner Shives to approve the 2021 HOME Program contract between Fulton County (as the Grantor) and Center for Community Action (as the Subgrantee). Motion carried on a 2 to 1 vote. Commissioner Ulsh opposed. Motion by Commissioner Shives authorizing Commissioner Bunch to execute all documents with the HOME contract. Motion carried on a 21 to 1 vote. Commissioner Ulsh opposed. Commissioners spoke to Dan Berger, Alleghenies Broadband Inc., via telephone to discuss updates on the broadband expansion project serving Huntingdon, Bedford and Fulton counties. Commissioners met with Mike Lamb, CPA for Wessel and Co., and Lisa Beatty, Fiscal Admin, to discuss audit assignments for the GF Surplus from 2021. 54 Commissioners met with Jaime Shrawder, Project Coordinator for SEDA-Cog, via Zoom, to discuss an agreement to administer the CDBG program and eliminate training for Patti Hess, CDBG Administrator. Hess will continue to do inspections, meetings and the minimum. Shrawder said she would be sending the County an agreement to review/sign. Commissioners met with Patti Hess, Elections Director about certifying the General Primary Election from May 17, 2022. Commissioners talked to Hess about her request to relocate her office downstairs for elections. Commissioners also agreed that the Technology Department could also relocate their office downstairs ift they chose to. Commissioners met with Brian Barton, EMA and 911 Director, to continue discussion pertaining to the two lead positions in the department. Motion by Commissioner Shives reclassifying Shayna Clark and Cody Lynch to "Lead Tele- Communicators" in the EMA/911 Center. All in favor. Al brief Salary Board meeting was held at 10:39 AM. Motion by Commissioner Shives to approve the continuation of Thomson Reuters Law Library Contract for a three year period in the amount of $1,833.99 a month with a 3% increase for years two and three. All in favor. Motion by Commissioner Bunch approving the amendment to contract for professional services between the Fulton County Board of Commissioners on behalf of Fulton County Services for Children and Cornell Abraxas Group, LLC for the 2021-2022 fiscal year for a daily rate of $361.50 per day. All in favor. Motion by Commissioner Bunch to approve the Medical Assistance Transportation Program Participation Grant Agreement & Assurance of Compliance, which will commence on July 1, 2022 and terminate on June 30, 2023.
